Evidence, notes worth mentioning, steps to replicate: https://streamable.com/7flrg So, when you are sitting in a drivers seat, and you do a burnout, you bug the back wheels for everyone thats is around you, but for you its good. If someone else does the burnout near you, then the wheels gets stuck and you cant move the car. The only thing that helps is either go inside a house or any building, park car, or just do restart of the game.
