/Dragout & Tackle Requirements.

In my opinion, to successfully /dragout, the window of the vehicle must be lowered. Currently, you can /drag out while you're in a vehicle and you can drag out people who are driving.

 

Apart from this, You should be able to tackle someone via SHIFT + Z and be successful if the other person is running.
