Names being visible on the right if you're on a radio freq

Issue/bug you are reporting: Currently if you switch to a radio freq with people and you use normal voip or talk on the phone, your name shows up at the middle right. And this can be metagamed if you comped someone's radio freq.

Expected behavior: The name should not be popping up unless you're actively speaking on the radio

Evidence, notes worth mentioning, steps to replicate: Get a radio with another person, both of you be on freq and step away from him then use VOIP or phone, your name will be visible at the right as if you're talking on the radio, when you're not.
