I don't believe you can even take out your phone to decline a call scriptly while being cuffed, unless you are bugged. So, if someone is intentionally doing it, it's a bug abuse. Your phone is taken away by prison guards RPly before they place you in prison. To prevent your phone from ringing, you can use the command /phone if you happen to have forgotten to do it earlier (after the guards have already taken your phone RPly).
