Luca "Pookie" Delgado

Luca Delgado was born into the Delgado Cartel and is the grandson of Guiseppe "The Don" Delgado. 


Growing up
During his early years, Luca was indoctrinated to think that the life within the Delgado family was the norm, and never really understood the outside world.
He never really stayed in one place as a kid, because his parents moved around the US to take care of family business.
This hindered him educationally, but as he got older, he quickly realised that moving around, meeting new people all the time made him a lot of friends, and a lot of connections. - also helped by his family name. Once Luca hit the teens, he was introduced to the criminal world of the Delgado Cartel by his older brother, Luis Delgado. 

Because Luca was still young, the first thing he started doing for the family was simple runs throughout the local towns delivering and retrieving packages for the "higher up's".
The money gave him a high, and he couldn't stop.

By the age of 16, Luca had already done it all.
He had murdered three people, because they owed money to the family and refused to pay up.
He had done international runs with his brother smuggling both weapons and large quantities of drugs.
He had started extortion throughout the local areas where he lived, forcing small business owners to pay him for protection.
He had broken into homes, stealing debts worth of items.

At the age of 22, Luca was arrested by the Columbian "COPES". The drug unit.
He was charged with 1st degree murder, arson, smuggling large quantities of both drugs and weapons money laundering and possible terrorism.
It looked bad and he was about to be sentenced to life in prison, but luckily, his Grandfather Guiseppe stepped in and "lightened" the mood of the judge.
Three days later, the prosecuter was found dead in his car, gunshot to the back of his head.
Two witnesses was also found missing.

He felt untouchable.
Short after this, his grandfather and the Don of the Delgado Cartel gave Luca and extraordinary chance.
He was asked to take a seat in the "Inner Circle" of the family.
He refused.

Luca, with his newfound immunity to the authorities wanted something else. He wanted to be out there.
In 2014 he formed a subdivision to the Delgado Cartel and called it

The Syndicate.

Luca decided after a few years to expand, but on his own. He took a late night flight to Los Santos. A city he once visited as a child.

The Syndicate
Luca was thriving. He quickly found himself a lot of new friends, and some of them even became close, close friends.
The Syndicate only dealt with professional hits, kidnappings and assassinations of handpicked individuals.
Anything from private nobodies, Media people portraying the family in a negative way and all the way to government officials.
The Syndicate grew exponentially and became feared globally. 
Known for being active in most of the USA, France, Spain, Italy, the UK and Germany only to name a few.
The Syndicate is thought to be behind over 680 assassinations throughout the world.

The Syndicate Rules

- The Family first.
- No questions.
- If you get "a note"* you comply.
- Failure to comply results in execution.
- If you evade execution, the process moves on to your next of kin. e.g. Wife, children etc.


The Delgado Cartel
The Delgado Cartel is a dangerous and large family known for their monopoly on drug- and weapon smuggling throughout the US and most of Europe.
They enforce their own laws and in many regions throughout Central and South America they dictate the government and by that fact reaches a point where the authorities cannot touch them.
They are loyal and determined to protect whats theirs. 
Their family bond is unbreakable and they stick up for eachother at all times.
The Delgado Cartel is one of the richest crime families in the entire world, only rivaled by the japanese Yakuza.
They have estates throughout the entire US, Central and South America, Spain, France, Italy, Germany, Denmark, Norway, Russia and Belgium.
You can only become a member of the Delgado family by birth or by marriage although, the family has many supporting groups.

The Cartel has more than once been connected and accused of providing guns to most of the US gangs, such as The Lost, Bloods, Cribs, The Ballas and the old Grove St. Families.
And is also suspected of dictating some of the bigger gangwars throughout the history of the US.

No one really knows of any rulesets within the Delgado Cartel, as outsiders aren't allowed past a point of a superficial friendsships.

The Inner Circle

The Inner Circle consists of 9 people. Men. Who are responsible for the major decision making within the family. 
They have absolute authority and is only answering to the Don.

The Higher Ups

The Higher Ups are a gathering of up to 30 men, who act as the governing faces of the family. They have their own crews consisting of as much as up to 250 people.
(Note that people within these crews are rarely actual Family)
They are responsible for keeping the everyday business of the family running and most of the paperwork aswell.
These people are rarely ever seen on a street level, but appear much more during official events and gatherings.
It is also The Higher Ups who manages and talks to any allied families and dispatches the work among them.

Crew Grunt

This is a common term for a regular crew member. These are the people doing the hard work. The dirty work. These are the people stepping in to do the hard time and are usually the ones responsible for the renown of the family. Ruthless and merciless. 

They will much rather put a bullet between your eyes than ask you any questions. If there's doubt, they remove it.
