I discovered this issue when doing a fuel trucking mission while it was taking me north up the eastern highway. I tried all the fixes for crashes here and over on the GTA:N forums. I took a rental out there and crashed as well, then logged back in and the crash isn't instant. Seems after logging in I can drive over there for like 30 seconds before I crash. I don't crash anywhere south on the map, and I haven't tried the western highway yet. But I crash 100% while travelling north on the eastern one.
