From what I know SD/PD are only allowed to PIT in open areas but I have seen a scout car (big SUV) ram into a car in a tunnel making the car go right into the wall. this is showing no fear for the criminals and the police lives.

But SD/PD should fear for there lives as if they were to ram a car at high speeds (175+) they could injure or even kill themselves. but I also agree on since spike strips are bugged no changes should be made until they come back as for when they do it could alternate the way chases are done.
