Its fairly simple to be honest.
With the decline in player base I think its safe to assume that the main population now of the server are players who have been around for a significant amount of time, this means that most current players have either invested into credit cars or have owned most vehicles that are attainable. Majority of the remaining players at this point have surpassed the need to purchase 2/3 of the cars that are listed at high end unfortunately.
There's also an issue with the retention of new players, due to this cars under 200k for example that aren't meta don't sell nowhere near as often as there's not enough new players with that kind of budget that want to try vehicles from LE or HE.
They should just hand over HE to Sakura Vandul at this point and let him run the thing
