A lot of the bigger gangs tend not to rob legal workers (taxis, medics, etc.) so robbing everyone isn't really true. I've had some times when some randoms were trying to rob me as a medic and a big gang showed up and actually defended me.
I should probably add I play off peak OCE times so maybe this varies based in time zone

Here's my opinion.
Crims don't recruit much everything is very much within the gang and any budding crim wanting to join a gang can find it daunting to approach these gangs to be part of the fun. Most civilians whether they are crim or not are seen as outsiders by the major gangs.
Gangs are also factionalised leaving very little content for gang v gang sort of stuff. I've witnessed gangs helping other gangs on multiple occasions which is fine however it does detract from content like turf wars and fighting over labs. I've seen three gangs all helping each other run labs once.
Some of the larger gangs also rob whoever they see. I can see how this would put off new players who want to crim RP from joining a gang. Imagine being in the server for about a month working on your crim wanting to join a gang and fly some colours only to be robbed by that gang. OOC you get pissed make a legal alt to get revenge and join PD forgetting about any crim activities you wanted to partake in.
I think it's a 50/50 issue 50% IC for gangs not really letting outsiders in to bolster numbers 50% OOC scripting issues.

Perhaps i was just misinformed. I guess if it has been suggested multiple times and nothing has been done about it devs are happy with the current state.
This thread can be closed as it probably doesn't merit further discussion. I was not aware it wasn't a stocking issue rather a scripting thing. -

Unfortunately this is being triggered even if 1 taxi driver is online perhaps a to scale mechanic to counter this.

It's very silly to say deal with it in-character.
Hence my last bit around unwarranted calls to counter the behaviour. There should be a mechanic around reporting an actual crime taking place from the location and prioritised accordingly. I agree with the issue of unwarranted calls I don't agree with players not being able to call the cops all together.

Maybe the RP life you lead comes with its RP consequences.
Perhaps RP blockades and watchmen around labs to deter lookie loos?
I think the one thing that would be shitty is if people just make unwarranted calls there should be a way for PD to check or RP if the call in question originated from a location known to be a lab and base the severity of the call and importance on that information.
Maybe even a mechanism to investigate hoax calls which could be an offence in itself.

We need more civilian jobs that don't make you a sitting duck.
Farming is one of those jobs that basically screws you over because it's one farm and everyone knows where it is. Maybe if some of the civilian jobs (like farming) had more then one location it could spread out the work for gangs and thieves.
A good civil job that I really enjoy is trucking but it's also a fairly lonely one that doesn't encourage to much RP (CB is text only is the main reason - that and not a lot of people know how to do it.)
By far the four worst civilian jobs are.
1. Fishing
2. Hunting
3. Mining
4. Farming
All four of these jobs make you a sitting duck either at drop offs or at the farm/mine. It's very easy for gangs to just sit at a drop off or stake out a farm/mine and just Rob people at opportune moments.
I think dynamic drop offs/collection locations or multiple drop offs/locations might curb this to a certain degree.

For anyone who's been a criminal you will know that Jail is 90% of the time AFK Simulator. Here are some suggestions to improve it.
/rob mechanic
This will stop the AFK's basically similar to a chop shop it takes you ~3 minutes to rob someone of their stamps. A massive deterrent to walk away from the screen whilst your jail time is done. I would be staking out players who are "asleep" to rob them vica versa this could also potentially open up a more legal way to have a fight in prison.
Stamp Payout
Every 5-10 minutes x amount of stamps is paid out. this stimulates the jail economy allows for people to earn a little and also provides an alternative to being killedd and broke for the remainder of your jail time, once you lose your stamps there is no way to really get them back. Also pushes people to use the stamps for RP situations such as getting robbed or being killed for stamps.
NLR
Biggest issue in jail right now is Fail RP most people think because its prison all rules go out the door. The amount of rule breaks ive seen with people just deathmatching and breaking NLR is crazy.Speaking of NLR
If you die rather then just a simple respawn and you are free to do what you want maybe 4-5 minutes of solitary confinement this way the NLR is kinda enforced and stops people from spawn camping (which i see in jail all the time). The issue is that the minimal DOC presence ( and i don't blame them for this its just a thing that happens) makes players thing they can RP. This will also provide some consequence for DM as its not just a infinite boxing match as it sometimes becomes.
Criminal business in jail.
Payphones to call outside (similar scripting to the taxi mechanic call $ per second to make calls).
Drug drop offs (smuggling drugs in through visitation and selling in jail at a drop off would be neat)
Smuggling weapons (knives bats etc) through visitation (no firearms.) this would make DOC more into it as well rather then just- processing prisoners things like screening visitors and searching them to make sure things weren't being smuggled in (same with the drugs).Feel free to add on more suggestions.

-1 as an Aussie I will relish the day someone calls me skippy or a bogan.
Repeated hard R as an insult can be a bit much but I'd hope the character it's directed to comes down with the full force of a pistol whip and takes that fools belongings.
Just like the real world actions have consequences so dealing with it IC is the way to go.
In terms of the general server rules if it's unprovoked RP harrasment there's rules to deal with that already.
I.e. Someone's playing a girl there is no RP to suggest they are trans or bi but another character repeatedly calls them that. Even after /do commands showing they are not trans or bi.
I think the same goes with someone being followed all day and insulted with somewhat racist remarks.
I generally don't engage in RP with characters that are not fun to RP with but that's just me.

Many things have happened since I have regained consciousness. A transmission sent from my mind earlier has brought with it a domino effect of events. At this point i believe my consciousness was trying to fight whatever may have caused the aptly named "transmission". I shall recount the tale since aforementioned event in hopes, that potentially citizens with some clarity can help me make sense of it all. Perhaps some clues can be uncovered as to what happened.
I awoke my mouth dry, legs tired. My memory was fairly hazey but not completely lost. Looking around my surroundings i recognised the downtown parking lot, the area was familiar but something seemed off. Perhaps it was the blurry vision and spinning surroundings that added to the ambience, at first i thought it may be a hangover but i couldn't smell it and generally even if i had been drinking hard id remember my first or last drink.
As I always do, the first thing i reached for was my phone. To my surprise I had some notifications, it looked like my favourite postings website which i don't really post to much.And that's when i saw it. An odd post made by me titled Transmission. However the context and language of the post wasn't something i was familiar with. Lucky for me someone named Oliver Bennett and an anonymous citizen were quick to decipher the post.

Brushing it off as an issue with the phone i was quick to check my voice bank, what happens next might be hard to believe so i downloaded the voice mail in hopes that citizens could help me make sense of it.Initially Looking at my phone i noticed the voicemail itself was from a strange number.

I have regained consciousness.
I am puzzled by the transmission that was sent from my mind. Over the next few months I will be investigating this phenomenon and will be passing on the clues I find for any budding detectives out there who can help me decipher what happened to me. It was strange waking up to say the least.

That part is covered by /do you can't lie in /do so don't buy tacos from people that won't tell you the price in it lol the /menu seems like a great idea and calling a van is a great one minus the potential to always Rob the taco guy for a set of wheels.

ive played in cities where seatbelts are a thing. Dunno im on the fence. If i get in a crash i always get out and check if the other person is ok. I guess just behave in the way you wish to see the server behave in.
