what do you mean by "try completing Existing GTA and Steam"?

My friend is trying to join the server for the first time and cant load up the server on RageMP. The first time he tried to join it put him in the free lobby where it downloads the files then kicked him before they finished and ever since he tries to get on the server it starts to load and then shows a black screen and then displays this message https://imgur.com/a/0CC7L9i. EclipseRP is the only server it is happening on, all other servers work. Does anyone know why it is showing this? He has tried it in safe mode and he has also tried redownloading RageMP.
