    I resolved it. Had to toggle voice off, restart game. Toggle back on, restart game. then finally launch and log in and it works perfectly. Also for good measure since voice is currently P2P I've added GTAV.exe and Play GTAV.exe to to my firewall as exceptions to allow all traffic both in and out. #winning

    I also have the same issue I think other people can talk but I cannot. Help?
