gt:mp issue Cant Move Whatsoever

I come back on the server to do my Theory Test and im spawned outside it not being able to move, I have Minimized my game 3 times and still no movement. I have restarted my game 6 times now and I still cant move. Is this a server issue or client. Thanks, Sky
