    I think the biggest issue in PD is the amount of units that respond to certain situations. Failure to stop? 12 cruisers 2 drafters and Air1 with no gang affiliation etc.
    I understand it gets boring for PD but it is what it is. You have the biggest faction.  With good communication that amount of units will always 'win'. I honestly think that having a maximum amount of units being set in RULES being able to respond to the most common situations would both be more rewarding for PD and more balanced. (maximum amount of crim participation to be set also)
    With balancing, PD is meant to be OP. You have tools, good cars and back up and the benefit of good communication tools. (teamspeak)

    High speed vehicles are locked behind supervisor rank anyway, they do exactly what you said in the 1st and they can't be used to patrol with. This is for PD and not for SD, I don't know their policies. The time to deploy is long enough that someone in a high speed vehicle can evade the initiating unit before the high speed arrives.

    PD/SD doesn't do anything regarding penal code, we can make recommendations, but its commissioners who change it in the end.

    So technically you can take it IC, would be stupid but thats another story.

    Not trying to be rude or anything but have you played on a criminal before? Being in DOC is very boring and it really does stop you from experiencing other RP opportunities the fines are annoying but its realistic but the time for what your doing is extremely boring and every time ive been in DOC all i do is put on a movie and tab in and out to move around.

    I did play on a crim, but I knew when to take my risks and when to dip, so my crim was never in prison.

    I wouldn't say they are afraid, they just know the capabilities of PD and the consequences.

    And contrary to what people believe, PD is trying to move away from pursuits and action RP and instead focus more on quality, non rushed RP. Having less consequences for someone's actions wont lead to betterment of RP to anyone involved. I would be willing to bet it will just lead to more action without any RP to it ( I don't count arresting RP as quality RP )

    Or you know, maybe they don't try to always win and surrender and they only get the gun charge? 

    We see someone with a gun, we approach them as we have too, at that point its THEIR decision if they will take a loss and surrender for lesser charge, or if they will try and win and risk getting more time, but at that point that's on them and not on PD.  

     

    I seen multiple people who have started to understand that, they will rather comply with us and surrender for lesser time.

  7. This is only receiving +1 from me if its implemented for all civilians who have a registered business on the government forum and not only official civilian factions.

    When criminals receive an official faction status, they receive few IC perks which make sense. They made their presence known in the city , so they are contacted by a big force for shipments.

     

    When it comes to civilian factions, they don't and shouldn't receive any perks that impact RP. Biggest perks of being civilian faction is the prestige and having the F4 menu to which you can assign your properties too so everyone in your faction can access it ( Same can be done for non official, by giving each person permission, tedious, but its still doable).

    There is no reason that only an official civilian faction would have access to something like this that would be RPly available to everyone.

    Xray can only do 290 if you abuse the wiggle mechanic same way you can do with some cars. Xray actually struggles to reach to 240 sometimes, if you have some altitude you can use that and drop so you gain some speed, but if xray is going 290 they are abusing the wiggle mechanic ( again, if you are at 1000 feet you can do a wide turn which will cause you to go forward and fall down at the same time gaining speed at the expense of the altitude )
