I like the thought behind the OP, but I feel as though a crime rework is required above all. The problem is even with your proposed scenerio, there isn't even money to compete with non-criminal activities nor is there a lot for criminals to do, in my opinion.
I'd love to see something like this between the factions regardless, this is just good RP.

Is not funny anymore to play on this server because police think this is a life simulator game. This is a RP game, today I can kill a police, tomorrow we go on a off road trip together THIS IS A FUKING RP GAME !!!.
GTA V is a game. Eclipse is an RP server. The key word is RP.
I don't see why this thread should remain open. If you have an individual complaint I'd encourage you to make a new thread. All issues in this thread have been addressed time and time again.

A mature Adult wouldn't get Huffy and Puffy over an insult and ban/kick someone nor would an Adult Insult someone else. BOTH sides can and HAVE be in the wrong.
Nobody should get huffy puffy over an insult, however, an administrator should kick a player for ooc disrespect. We defend players from OOC disrespect, why would we not defend ourselves?

If there is staff corruption, which I have not witnessed in my playtime, I encourage you to report the specific incidents with details that will help the owners solve the issues.
A thread like this is a nice idea, but there is no actual substance here. "Admin are aboos, cops are aboos, stop the aboos" but you list no administrator names, no player names, and nothing for the staff to work with. I'm with you on removing ANY and ALL admins that abuse, but whom?

It's really shitty. Mods have always existed and will always exist. The corruption in the gaming industry is becoming more and more obvious and is discouraging me from playing anything that isn't a mod or private server.

I do agree to all of this, more then 100%. I'm from a solid RP Community from SA-MP, also an old creator/founder of many communities, and i've seen only destruction of this Community sence i joined 1 and a half week ago. First i would Point out. letting administators RP on there admin account, that would be of the charts, that shit shouldnt even be allowed, cause they can abuse/take advantage of that and quickly heal them self in gunfights if they rp and gets involved in that situation, then there is the players in general, i've only recieved the turst of my RP needs from the PD, Mechanic, and MD, also MerryWeather in some Points. Sure Everything isent great, but an more solid struction of the rules should defenently be established.
Without the rules clearly stating, and the staff slacking in-game because they decide to RP on there admin account they simply ignore the tickets and letting the support handle the reports. As of the "Make a forum report" yeah totaly agree, that shit is not funny, its a different part if we report a player for somthing major, like hacking and there isent an staff online that can ban, but them taking 1-10 minutes off to spectate would be a great idea.
Admins/Mods don't have commands on the fly, we need to enable administrative duty, which is logged and change the way our name looks. You'll never see an admin healing themselves in the middle of a fight and if you do you can report them and they'll be removed for abuse. Simple as that, it's a non-issue.
The servers playerbase is growing much quicker than the staff team, a few months ago there's was an active playerbase of 20. I agree that it's unfortunate that you're being told to "go to the forum", but it's usually because nobody is on with permissions to solve your issue. Sometimes the forum is the only option.
Lots of valid concerns being voiced here and I agree with many points. The staff team needs to be larger with more players online who are able to help. Our support team is knowledgeable but they can't do much as they have no commands.

I feel like at least some RP rules should be enforced on the server though. RP fear should definitly be enforced.
This has been addressed, and to paraphrase, "We want to implement things that will make players genuinely fearful of death, giving the player a real sense of fear."

I honestly REALLY don't feel like reading all of that and breaking down every point. The server is a roleplay server, and is similar to many roleplay servers that have existed in the past. It's not the same as the samp servers you played, and that's fine. If you don't like how it's done there are other options to sate your appetite.

I disagree. Rules can only get you so far and cause huge issues for admins and moderators trying to keep up with the rule breakers. Having a script that can enforce proper roleplay is a much better solution than rules that only half the players read.
The server will never be good in your eyes.

Nobody is arguing. The point I'm trying to make is that if your friend facepalmed while reading out of character chat between two people, that's not relevant to anybody here whatsoever. That's like telling us he facepalmed while hearing a conversation between his parents, it's not relevant.
Criticism is fine, but you're talking about isolated incidents that aren't related to SSG and mythical "non-english-speakers-members" that don't exist..

I mean.. one of them is already banned, so I am not making up things. And as I said it is great if you are trying to improve. All I am going to say is that my mate was in Grove, and he facepalmed when he saw your gang chat. Also I never said that you must be a perfect english speaker, but when someone can't even combine words to make a sentence with some sense in it, then there is something wrong. No offense.
One member does not reflect the core nor the majority, I'm not sure it's even worth mentioning or discussing.
I don't care what your mate thinks when he's reading OOC chat. :eek:

Please do make sure.. So far I have only seen people who could not even speak proper English or rule breakers FeelsBadMan.
Not saying that all of you are like this, but that's my experience so far.
Invites were fully open while the server was still new, we might start restricting it to in-game recruitment only that involves RP as a test of sorts.

I'm surprised that, being in such close quarters with CAC and being so 'bloodthirsty', you two formed an alliance. I like it though. There's more RP that way.
We concentrate on different aspects of the grind. They provide a benefit to us and we provide a benefit to them.
Also yeah, way more RP this way.
