You just gotta ICly make friends from official gangs and that is all it takes. If the toolchest gets added to mechanics around the city it will be similar to public chops in the past. You won't be able to leave your car and go to a store to grab some food without it being stolen. So I believe this way is perfectly fine and I'm pretty sure that the Car jack isn't working only on Paleto I've used it a couple of times and it worked perfectly fine for me even tho if its not working now I believe developers will fix it as soon as possible.

Spare/Extra Wheels.
Nothing much just a simple item that you can buy from Garages such as LSC, Bayview or MPT. You could simply buy a Spare wheel and put one in your trunk. Whenever your tire gets popped you can use this spare wheel to replace the damaged tire. The weight of the wheel should be high so you won't be able to abuse the wheel. It just doesn't make sense to pay for a full repair at LSC or Bayview when simply just a tire is popped/damaged. I believe adding such feature will increase RP opportunities.

+1, Panel should have the setting to change password while logged in instead of forgetting the password everytime you want to change it.
