You're actually kinda right.
I mean, it's already hard to play it as it is with GTA:Network being kind of a dysfunctional annoyance, but yea, the RDM is pretty bad sometimes and nobody RP's hardly. I attempted to RP with people but usually most don't respond or actually engage. Not only that, but we literally just (not long ago) had a dude doing donuts in the highway causing accidents for a long time... 3 cops passed by, nothing.
I'll keep trying, though. There has to be some good there somewhere.
