Player(s) being reported: ID 95 Date of interaction reported: 27/05/2019 Unix time stamp from HUD: 1558916614 Your characters name: John Warren Specific rule(s) broken: 9. Non-Roleplay (NRP) Actions that are unrealistic or promote poor quality roleplay are considered as non-roleplay. Examples of actions that are considered as non-roleplay: • Cop Baiting - Provoking a reaction from emergency services without a realistic reason. • Mercy Killing - Asking to be killed by a friend (Killing a friend falls under deathmatching). • Unrealistic stunt jumping or the use of an expensive vehicle to ram into other vehicles. • Spawning a scripted work vehicle and using it for crimes or submerging any vehicle in water. • Swimming in water for an unrealistic amount of time or without a destination during a chase. Players who disconnect during roleplay must reconnect and inform other parties in order to resume roleplay. If you are unable to reconnect it may be excused after providing proof. In a situation where a player’s game crashes or the player is kicked from the server, they should be allowed to have the same advantages as they have had before their leave. How did the player break the rule(s)? The player disconnected and did not reconnect within 15 minutes. Evidence of rule breach:

  5. Date and time (provide timezone): 20/05/2019 Character name: John Warren Issue/bug you are reporting: When you open the Mini-MDC by typing CTRL+M, you cannot type in chat or use your VOIP or RADIO. You need to close the Mini-MDC down to use it again. I think this was meant for the big MDC as I usually patrol with the Mini-MDC open and as of right now I cannot respond or communicate in radio. Expected behavior: It should let us use all the previous hotkeys we used before. Evidence, notes worth mentioning, steps to replicate: Just try and use any of the mentioned above while the Mini-MDC is open in any police cruiser.

Hello ID 133, So, first of all, I wanted to say that I appreciate your contribution to this report. I will try to cover all your points from the way I see them. She could not hear me well in the beginning, but clearly, throughout the video, she could understand me perfectly otherwise she would not be answering my questions. I did not post the part she fled the scene as that is something allowed by the rules and she would not be breaking it, which makes that part of the video unnecessary. I did not get mad, in fact, I like when some suspects get away, I am not here to win, I am here to roleplay. Proof that I already planned on report previously to the escape can be seen on minute 3:47 of the video where I said I would probably report this situation. I don't believe it is better to demand requests in the form of text unless necessary as it kinda breaks the flow of roleplay in my opinion, so unless I doubt the civilian can't understand my demands, I always conduct my roleplay by voice. If this was the case, the civilian would not be answering in VOIP to my questions. Hello caitdo, I did not post the rest of the video as I do not believe that you broke any more rules, which means the video is not necessary so I won't be uploading it unless a staff member asks me to. I would like to state that like you just said, you complied with the Supervisor afterward and you also talked in VOIP with him, and you did not state in /b at any point that you were having trouble listening to VOIP, which makes me believe that the fact you are stating you couldn't hear me on the first moments of the traffic stop as the main reason to void this report is something that looks like an excuse. I also don't agree with the way you think that complying with the supervisor afterward, nullifies the 4 times I asked you to step out of the vehicle and you refused to do so. I would also like to refer to the "(Added)" part you wrote. I followed the procedures correctly and I did nothing wrong, but even if what I did regarding the 10-55 was wrong, that would be something you would have to worry IC'ly and report it to the LSPD Internal Affairs, not in an OOC report which is meant to identify rule breaks.

Hello Toby, unfortunately since I had already cut the video I deleted it. My videos have about 2GB each hour and I don't have space to hold them all. I can go ahead and confirm that soon after this clip you attempted to drive off and escape, but I still think that the way you act just denying my orders looks like you were defying the orders of law enforcement while you could clearly tried to escape even before backup arrived. I spend a lot of time in the bank and lately, people just have been finding funny to go against some orders that I give simply because I am trying to do my job and not because I have anything against anyone. I have had people buying random parking pays and putting them on other vehicles that they don't even know who the owner is just to make sure I can't tow the vehicles that I called the mechanic to tow, I have had people grouping around me and not letting me move in front of LSB just because I am enforcing traffic laws, and it looked to me like you were one of the guys that just found it funny to ignore what I was telling to you to do. I don't want you to get into trouble and in case I am right in this report, I want to ask if there is a chance you do not get any kind of punishment as I know you will understand and try and do better, but in my personal opinion I don't think you were trying to escape or build your way into it, I think you were trying to see if you could go against my orders and when you saw backup arriving, you decided it was time to go.

No Crime Zones (NCZ) A no crime zone is an area where players may not commit any actions considered crimes. Players must not disobey orders of law enforcement officers but are allowed to flee. The /NCZ command and HUD notification are indicators of being in a protected area although it is up to administrator discretion if your actions are in violation of NCZ rules. If a player uses the NCZ for protection the attacker must wait for that player to leave the area. Players may not go to a NCZ after engaging in criminal activity resulting in an ongoing chase. NO CRIME ZONES: • “Tequil La La” club, “Yellow Jack Inn” bar, and the block around them. • All government offices, law enforcement offices, hospitals, banks, and the blocks around them. • Los Santos Airport, Bus Depot, Department of Motor Vehicles, and the block around them. 9. In a situation where a player’s game crashes or the player is kicked from the server, they should be allowed to have the same advantages as they have had before their leave. 13. Fear Roleplay (FRP) Fear roleplay is the concept of roleplaying fear for your character’s safety and life. Examples, where your character’s life is considered to be in direct danger: • When you are on foot or bike and a weapon is aimed at you at close range. • When you’re in a vehicle that is stalled or turned off and a weapon is aimed at you close range. • When the attacker lowers their weapon to type or roleplay, your life remains in direct danger. • Driving a vehicle in an active shootout more than once without the intent of protecting a friend, fleeing with it, or using it as cover. Examples, where your character’s life is NOT considered to be in direct danger: • When you are in a vehicle which engine is not stalled. • When you have a firearm drawn and are facing the other person before they attacked. • When the attacker’s view is obstructed by an object or when they turn their back on you. As a victim, whose life is in direct danger: • You must display reasonable value for your life and comply with the demands of your attacker. • You cannot call 911 or call your friends or allies to aid you. How did the player break the rule(s)? The player continuously refused to obey the orders of a law enforcement officer in an NCZ. He also paid his fines while a tazer was being pointed at him without any type of roleplay or showing any fear at minute 1:46 of the video below. He then proceeded to drive off while he was tazed before getting into the vehicle, abusing the game mechanisms to drive off like nothing happened. Evidence of rule breach:

  11. Account name: nevy Character name(s): John Warren Admin who issued punishment: Brock Olly Date of punishment: 15/05/2019 Punishment received: Kick for AFK on faction duty Reason given for punishment: I was AFK on duty. Your explanation of what happened: Someone knocked at my door, I immediately pulled my cruiser over into some bushes and said on radio I would be 10-9 and radio silent for the next 5 minutes (text radio so you can check the logs). I answered the door and it was a friend I didn't expect so we took about 5 minutes talking before he left. When I came back I was AFK kicked. There goes my clean records for John Warren. Since this situation was very unpredictable and I don't see how could I do any different then maybe just close the game and call it a code 0 later but again I thought it was someone else and I would just have to quickly open the door and get back to the game.. Why should your appeal be accepted?: I am appealing as I would like to have my recods clean again and as I think there is enough reasoning from my side for what happened Post any evidence or further details: Picture of the bushes where I pulled over to avoid been seen in public

    ID 29 - Non-Roleplay

Hey, thank you Chrisy. I would also like to add to this report another statement: ID 29 was then PM'ed by me regarding this situation where I told him that he would need to come back or I would report it. His answer was that he was sure that he did not break any rule as I didn't lock him in the vehicle. I reviewed the video and PM'ed him again stating that I had reviewed the video and I was sure he broke the rule, asking him again if he wanted to come back or if I should report it, he then told me to report it as he would be willing to risk it. I also have video proof of this conversation in case needed.

How did the player break the rule(s)? The player OOCly stepped out of the car to fix the bug of the car still being locked, and used the fact that he was out of the car to escape an arrest which he supposedly couldn't as he was handcuffed and locked inside the police cruiser (police cruisers back doors are locked from the inside and reinforced). 14. Hello, I would like to leave this suggestion since I am having a hard time communicating with my taxi driver that accepted my call but is taking too long, or is just switching to a luxury vehicle and that's why he driving away from me or the mechanic that accepted my towing request but had an accident and I am waiting forever for him to arrive. I would like to suggest that a direct line should be created (even if it is text based only), where you could communicate directly with the person that accepted your request, either a taxi, a mechanic, or even a police officer as you would be able to describe the scene more in depth while the unit is arriving. Thanks for your time. Nevy
