All parties involved in a hostage situation are expected to roleplay reasonable negotiations. Demands should be realistic, such as requesting a vehicle, safe passage, or a modest ransom. Absurd demands like helicopters, planes, or excessive sums of money are not allowed. Both sides should be willing to compromise, and negotiations should be respected to allow for more gameplay, though situations can naturally develop where negotiations fail.

 

10. Non-Roleplay

Non-Roleplay behavior is considered as actions that are unrealistic or promote poor quality roleplay. It's difficult to interpret or understand what good roleplay can be sometimes, and we aim to steer players in the direction we want them to go through our server rules.

 

How did the player break the rule(s)?  (300 words maximum) 

Andre was initially being pursued when we took two SD officers hostage at Benny’s. Both hostages were placed in the rear of their own cruiser, and negotiations began between us and law enforcement.

 

During the negotiations, we allowed one of the hostages, John Martini, to communicate over the tactical frequency and plead for his life. We continued going back and forth with law enforcement regarding our demands. However, it appeared that little consideration was being given to the safety of the two hostage officers, and the negotiations eventually broke down into a shootout.

 

We drove away from Benny’s in the cruiser containing both SD hostages. After escaping, we returned toward the area because one of our members had been injured and left behind.This is where we could have exchanged one of the hostages for our own guys.

 

At that point, most of the players at Benny’s crashed at approximately the same time. I believe this mass C0 was caused by the Insurgent being brought into the area. We were told the insurgent has been known to cause mass C0’s but yet it's still being used by PD. SD has decided to remove the insurgent from their fleet or stopped using it because of these issues. So why should it be different? My submitted POV begins immediately after the crash.

 

While we were searching for our injured member, two Kamachos and an Insurgent located us and began pursuing us. The pursuing officers were aware, or should have been aware, that two SD officers were still being held in the rear of the cruiser.

 

Despite the hostages being inside, approximately three or four officers began performing drivebys at our vehicle without first attempting to restart negotiations or provide any warning. The Insurgent also participated in the driveby, shooting through the bullet proof glass.

 

The Insurgent then performed an aggressive high speed ramming maneuver against the cruiser while officers continued firing at us. The Insurgent rammed the vehicle without showing reasonable concern for the lives of the two SD hostages inside. The cruiser eventually exploded, killing one of the hostage officers.

 

We then stole a nearby civilian vehicle in an attempt to escape. Law enforcement located us again and continued the pursuit. The Insurgent proceeded to ram us at high speed while its driver continued shooting from the driver’s seat.

 

After we exited the vehicle, another PD Kamacho continued driveby us.

 

I believe the repeated drivebys and high speed ramming, particularly while two known SD hostages were inside the targeted cruiser, were unrealistic and demonstrated a severe disregard for the hostage roleplay. The Insurgent was being used both as a shooting platform and as a weapon to repeatedly ram our vehicle, despite the route not being physically blocked and despite the danger this presented to the hostages.

 

One of the pursuing officers was Chubby. I know that he has POV of the parts of the situation because he submitted another report relating to the same incident.

Hey, so I’m going to go ahead and give my point of view, as I’m going away after Monday and won’t have access to this report.

Long story long, I’m going to start from when I responded to the pager.

I responded to a pager that had been dropped by a PD officer. By the time I responded, the situation was basically in the clean-up stage, as the gunfire was becoming less frequent. I was unaware of what had originally started the situation, apart from being told that it was a Code 1 at Bennies, where both PD and SD officers had been led into an ambush and killed.

At no point during the situation was I informed that it involved hostages. I was acting on the information I had at the time, which was that a Code 1 was active, multiple officers had been killed, the shooters were still remaining in the area, and gunfire was still being exchanged. Based on that information, everyone involved was considered a threat on sight.

I clocked on at Vinewood PD Station and, after being told it was a Code 1, made my way down to Bennies. When I arrived, I was told not to go inside because officers had been ambushed and shot from the highway above. I advised the officers there that I would head onto the highway to scout the area and check whether it was clear.

When I went up there, I saw a male wearing armour and carrying a heavy weapon. Instead of immediately exiting my vehicle and attempting to arrest him, I circled the area and attempted to keep eyes on him. The individual tried to get close to me several times before eventually giving up, running to a Comet Retro and speeding north towards Palomino Freeway.

I decided not to continue the pursuit and returned to Bennies, as we still had officers alive in the area. Given that there were only around five of us remaining, we didn’t want anyone to be isolated and killed.

As I returned to the highway, someone pulled up beside me while carrying another person over their shoulder who was wearing body armour. I asked them to put the person down, but instead decided to have the individual loaded into my Kamacho so I could transport them to MD for treatment. Once there, I handed them over to another PD officer, who remained with them.

I then began circling back towards Bennies alongside the Insurgent and another Kamacho. During this time, I was directed to open fire on suspects who, from my perspective, were driving a stolen police cruiser and were involved in the mass Code 1 situation. Myself and the second Kamacho opened fire on the cruiser and shot out its tyres.

I want to make it clear that when I began shooting at the cruiser, I was too far away to see the IDs of the deputies in the back. I had no way of knowing that they still had hostages or that the situation involved hostages at all.

After the vehicle was disabled, I saw two people lying on the ground. As I didn’t have either SD member aliased, I wasn’t aware that they were injured deputies. From my perspective, they appeared to be suspects who had also been inside the back of the vehicle. They were wearing civilian clothing due to the C0, which I was also unaware was a mass C0 at the time.

I drove further north behind the Insurgent and exited my vehicle. I began shooting at the suspects inside the Alta Apartments parking lot before getting back into my Kamacho. I then called out to the Insurgent and another marked unit, which can be seen in their respective POVs, that the suspects were heading north towards Red Parking. I asked them to maintain eyes on the vehicle while myself and the other METRO member caught up.

When we eventually caught up, the suspects drove into the LSC tunnel. We followed them inside, and myself and the second Kamacho began shooting their tyres, causing them to spin out and crash.

Both PD Kamachos stopped on the outside of the tunnel while the suspects exited their vehicle on the inside. In their own POV, one of the Kamachos can be seen returning fire, which is also visible in my POV. Their own member can then be seen shooting his friend while they both attempted to shoot the Insurgent driver.

From my perspective, I did not see the Insurgent fire. From their POV, it appears that the injury was caused by friendly fire, as both individuals were attempting to shoot the driver and one of them was caught in the crossfire. This can be seen between 4:21 and 4:35.

I exited my Kamacho, which can be seen in my POV, and began returning fire. I told the other METRO member to push forward with me. At that point, ID 23 disconnected, which is currently the subject of a separate active report, while the second suspect pushed north.

I called out that one individual was heading north and instructed the other units to go around and flank them. By the time I reached the northern side, my METRO partner, David Loan, was involved in an active gunfight with one of the individuals from the vehicle that had fled Bennies, as well as Frank Barmunta, or whatever his last name is.

My partner was taken out by friendly fire. I was able to shoot Frank down and attempted to shoot the other individual who fled, but I was unable to stop them. This brought the situation to an end.

Now that I have provided my account of the situation, I want to clear up some misconceptions regarding the Insurgent and the crashing issues.

The Insurgent that had been causing crashes was disabled by both PD and SD. Both departments were then provided with the old, stock-standard Insurgent to use in its place, which was the vehicle being used during this situation.

Post Situation review:

Given the circumstances, they took deputies hostage, attempted to negotiate, killed the responding units and negotiators, and then claimed they wanted to negotiate again. I’m genuinely unsure what their thought process was or what they were attempting to accomplish by killing the first group of officers and then seemingly attempting to do the same thing again.

Any chance of “reasonable negotiations” goes out the window when you kill the first group of LEOs who respond, continue circling the area, refuse to leave, and repeatedly drive back into the scene despite having multiple opportunities to escape with the hostages.

At that point, it appeared that they were attempting to circle the area and draw more officers towards them while using the hostages as protection from being shot. From my perspective, it seemed like they were trying to lead the remaining officers into another ambush and kill them, similar to what has been happening nearly every night.

You can even see in their own POV that they slowly drove past a PD officer and continued to remain in the area instead of leaving when they had the opportunity to do so.

I feel like this may be a petty report in retaliation to the report i have up on ID 23 for combat logging from the situation later down the line.

in your own POV, the insurgent Ramed/hard stopped twice Once on the Police car at alta, and the 2nd on the other car inside LSC tunnel, Not once in your own POV do you see the insurgent shooting. in LSC tunnel sadly is friendly fire by your own guy to the left of you.

Seeing Cubbyyys report I wanted to clarify a few things. 

 

  1. The officers should have been aware of the ongoing situation. As John was actively on jtac pleading for his life on jtac. This is one of the major issues with pagers as this leads to cops responding and not knowing the situation due to poor comms. 

  2. As I believe cops shot first in this scenario. We were trying to negotiate with the cops outside, but when we gave them our terms they declined. This is where we decided to get ready because we believed they were going to push in. As we were positioning people on the outside, shots began to ring out. This created mass confusion on our freq as we were not shooting yet. This shooting was due to a PD unit seeing one of our members with a gun on top of a roof.

  3. The insurgent driver was actively using a drive-by against us. As you can clearly see multiple times in my pov, the insurgents front window was missing completely. This only happens by shooting through it not from ramming (this is due to the native script within the game). In Andres and mine pov we never attempted to shoot the glass of the insurgent, until the end where it was already broken. It was broken since the driver was shooting from within. Whether it was friendly fire or not you can clearly hear him shooting. Regardless, logs will show that he was drivebying from the Insurgent. Adding to this, have you ever seen an officer shoot through a bearcats window irl?

  4. The mass C0 created major confusion. The C0 was not towards the end of the situation, it was during the peak of it. When we came back we were confused on who we could shoot due to some being in uniform and some not. This is when we circled back, we knew that we had people down from the situation. So me and Andre felt that we could use the hostages as a way to get our own people out. 

  5. “Reasonable negotiations”. In a real world scenario where people have hostages and a gunfight breaks out, would the cops shoot through the hostages? No, they would likely back up and try to find a solution to get the hostages out safely (Unless this is 2002 Russia).

  6. “Petty report” lol. I can assure you this is not a petty report, many people were aware that the report was being made, Including John and the other people involved. This is a report to bring awareness of a need for changes. 

  7. “We followed them inside, and myself and the second Kamacho began shooting their tires, causing them to spin out and crash.” Lol did we see the same thing? I got pushed up the wall and got ass fucked by the insurgent like im prime time Lana rhoads.
