[RULE SUGGESTION] Warlord Rule

A situation just gave me a new perspective of how cops operate. Cops has this constant need of spam tazing when the suspect is stunlocked for 15 seconds, rinse and repeat. Instead of having a normal chase or cuffing when they first shot the taser should be punished of failing instead of rewarded without immediate and infinite attempts to make the person being "chased" unable to leave or move. This is the very definition of no sportsmanship, honor and the complete lack of dignity. 

I had a bug when I hopped on the bike where I couldn't get out of first person and my controls where stuck on W so I had to jump off and reorganize myself. I later then drove to the closest highway to later then got hit by accident by a cop. Tbh, I wasn't paying attention and was hoping to start the chase but once I got back on my back, got tased immediately after. I was later tased spam til I was in cuffed then got tased again shockingly. Instead of having a normal chase, instead of abusing the damn tasers to the point where you ain't even using them to cuff criminals but to laugh it off and stroke egos is the limit. Where is the balance? Does this mean criminals can run people over by accident only to tackle spam and ziptie them? Where do we draw the line of abuse of mechanics? Regardless of the accident, you might as well rammed me at that point since the only difference is the intent.

Police should be punished for not using the taser to cuff but to be an asshole and get away with it. Thus, I hope that such a system where people who fail to cuff after the first 15 seconds of a player getting stunlocked by a taser to be punished with a 35 second cooldown per cop. I recon 35 so that a duo won't get away with spam and that leaves a 5 second window for a chance to be cuffed normally without having to deal with such torture and time wasted. 15 seconds is a long enough time to cuff someone no matter what escuse you make up to justify such actions. It's either that or give crims tasers for 24 hours to make both sides understand just how it can be abused. There is no balance to infinitely prevent someone from playing the game until you get what you want from it. 

Other then that, the rest of the combat scene of the server barely have any issues so I don't see why they should be changed but tackle spamming which can be fixed by consuming stamina which reachs 0, drains your hydration and hunger.
