Why dont GOV factions follow backup breach rules?

The more and more I fight PD and SD, I cant help but notice that time after time again im not dealing with one of the most broken and unbalanced factions on the server, but rather 3 or all 4 of them. In what world is it fair for 2 100 man factions and also 2 50-70 man factions all come together to push a gang that can AT MOST be 30 people.

I didn't actively play back when backup breach rules were first added to the server but were they not added to stop that exact thing from happening? Firstly, it doesnt make sense for DOC to even leave the prison for anything other than transports. I get the whole "pd are supposed to win" bs but like, at the end of the day its a game make it fun. It makes no sense for PD to get 150 ap, mk2s with damn near unlimited ammo, helicopters that they use to shoot said mk2s out the side of like its warzone, all just spawned in and then on top of that they can call backup from the other 3 factions AND all 4 of those factions can pager to get even more people logged on to really solidify their W. At the time I am making this post i just added up how many people those 4 factions have 350 people total, 

So, just to make my point clear. PD has 123 members. SD has has 115. Gov 52, and DOC 60. All 4 of them can pager to log more people in. 140k+ kits spawned in for free. Snipers, Helicopters (which they abuse). Alllll of that, for a gang that can have 30 people. Just doesn't make much sense to me.

We are five posts into this discussion, and it's already devolving into bickering rather than an actual discussion. If you wish to have a discussion, you are free to do so, but if it's just going to be veiled OOC toxicity towards factions, it will be locked and archived. This will be the only warning.

Hi, the term 'third party' is being misused in this context. This is a roleplay server, and the government and its agencies are responsible for maintaining peace and order. When they intervene in a gang shootout, they are fulfilling their designated role; not 'third partying.' Their actions are reactive to the events they encounter, not instigative. If you perceive law enforcement stepping in to break up a shootout between your gang and another as 'third partying,' it may be worth reconsidering what roleplay entails and how law enforcement’s role compares to real-life scenarios.

The backup breach rule was introduced to support the health of criminal roleplay. It allows gangs to engage in balanced conflicts, provides smaller groups an opportunity to operate without being overwhelmed by larger ones, and promotes fairness. This rule was not designed with law enforcement in mind, as their role is not to act as instigators (e.g., robbing gangs or setting up ambushes).

On this server, law enforcement exists to maintain order in-character, as we do not aim for a lawless environment. It is not intended for you to 'wipe out' the entire government. Such actions diverge from the environment we want to host, because otherwise if allowed, it would require an overwhelming response, which would raise concerns about balance and gameplay. For example, introducing an army and its associated equipment is not something we want to implement.

The numbers within PD/SD do not reflect what is realistically occurring. PD/SD are expected to maintain coverage across the server 24/7, accommodating different time zones and varying player activity levels. Additionally, PD/SD must be able to respond to multiple situations simultaneously, such as 911 calls, impounds, bank robberies, and more. This is why PD/SD consistently recruit members to ensure coverage across all time zones and maintain a law enforcement presence on the server.

In extreme situations caused by other players, the absence of sufficient PD/SD personnel could result in other capable government agencies stepping in to maintain order and prevent a total collapse of law enforcement. Again, our goal is to avoid a lawless environment. Ideally, PD/SD would have enough members to handle all situations independently, but this isn’t always feasible.

I want to stress that PD/SD are not meant to be instigators; they respond to the roleplay scenarios created around them.
