I believe improving the RP around contracts and the law itself should be the way. The server is missing a court. When two have a contract and yet despite of the contract one of the parties scams, the victim should be able to file a lawsuit. In a real world, there is no /sellvehicle command. In the real world, you can get scammed if you are too foolish to let them. But on the other hand, in the real world, if you legally prepared yourself for a scam, you can file a lawsuit.
There is no way to file a lawsuit on this server and the police department doesn't care much about such matters (absolutely depends on the officer).
So no, I do not like the direction in which this suggestion is going, since it seems to me as against RP. But I still do give a +1 since it is much more RP-like than how it is right now.

Well that is the purpose of such organizations...Among other things. You can't rob alone a 247 and you definitely can't rob alone a bank.
And most importantly why this would NOT be an abuse is, that this event would take a lot of heat while taking a lot of time. Minimum 15 cops against minimum 4 outlaws, that needs some skill to pull that off. It would hella fun and an interesting RP
