Short and simple suggestion.
How do you get a ticket if you speed with a vehicle from the scrapyard?
That vehicle isn't on your name since you didn't buy it from the original owner.
I think this is a serious problem.

Dear Citizen of Los Santos,
Altough the city is currently under a big snowstorm, that is no excuse for us to pause our civil job.
We did research about multiple ''criminal'' gangs and found a decent amount of ''criminals'' that disobeyed Los Santos state law.
All pictures from suspects that we show you are from: Dashcams, bodycamera, CCTV or witnesses. Our first wanted criminal is a black male with small dreads.
Last seen with: oversized white shirt, short grey pants and flip flops.
Found place at: Olmypic fwy, San Andreas Eve, LS.
Organisation or Gang: Unknown
Charges by California State Law ((Los Santos is refered to Los Angeles wich is in california))
Penal Code 211 PC reads:
“Robbery is the felonious taking of personal property in the possession of another, from his person or immediate presence, and against his will, accomplished by means of force or fear."
Due to our traumatized victim, and the aggressive way of robbing by the suspect. We will offer a $7.500 reward on the ''Golden Tip'' that leads to he's arrest.
! Our Organisation exists out of a small amount of members, application are open if you would like to join and make LS safer !

Dear Citizen,
Our town is full of corrupt people, gangs and pyscho's. Whenever we wan't to retrieve our salary we need to pay a small amount of cash to taxes.
So what I would think is that those ''Small'' amounts go to the PD and the MD ? Thats it ? We don't pay more taxes then that. It is actually pretty bad if you think about it.
If we would have a person that could choose our tax-rate and then spend it to things the civilians want for example ''More police officers'' or ''More job opportunities'' etc.
We need a ''Mayor'' somebody that democratic gets chosen by the citizen to improve the city and raise taxes to spend it wherever we need it for.
What would be the advantage of the Mayor
- Higher/Lower Salaries in general
- Raise/Lower Daily Taxes
- Add more jobs to LS
- Be the middleman between the city and the admins
And much more !
I think if we have a mayor that is active in the city, that drives around and asks to the people what they really want to get improved.
That Los Santos would improve piece by piece ?

Masks in each corner, robberies like it is normal. Hospital full of people that get shot on a daily basis.
This is where we are right now. What is the police doing? They don't give a damn fuck about you because they get paid good. (Except Officer Torres, he actually isn't a pussy)
If the cops or whatever ain't helping us from those wannabe Escobars then im going to do it, and hopefully you too.
I am going to introduce ''Autodefensas'' a small organisation funded by our own pocket. Our goal ? Check each block for robberies, kill each bastard at the druggfarm etc.
We are the NEW police that don't give a damn shit about those pussy gangs that are all allies with each other. If you want to join send me a message.
Our purge and cleaning of Los Santos will begin on 14-12 till then we are getting our guns, cars etc. ready.
