If you add Brazilian moderator then what will be the motivation for them to speak English? They will just continue being dumb.

Characters are bugged on GTA Network client's side. As I've been told it is not a server sided issue. All we can hope for is that developers are working on it and that it will be solved. As for your belly button, it's because of some clothing models clipping through your character. Those are known issues and bugs though. You will just have to live with it until it's fixed.
