How exactly do you use voice chat? Do you just turn on your mic and start talking or is there something in settings somewhere?

I've read through the rules and guides and forums, but have yet to have gotten a clear answer on whether this rp server is voice chat based or text chat based. I believe you can do either, but I'm not sure so if someone has a clear answer, it would be much appreciated.
