How did the player break the rule?: Did started shooting without reason, i didnt do anything. he says its his friends car, but he didnt even informed me before shooting

They cut the video, they were both in that orange/black sentinel, which was stolen from my gang. I assumed they stole it so I shot them, was not going to try to hold them up because everybody knows how that would've ended, we would tell them to put their hands up from close range and they would end up taking their guns out and shooting us. To sum it up I basically killed them both because they were in a stolen car which I assumed belonged to one of my gang members and is worth >75k$ which gives me permission to KOS.

You can hear them say in the video that they found it unlocked. So stolen.

We found it on road, unlocked, but why he can shoot us instantly? If KOS rule says - Excluded vehicles

6.2.2. Kill on Sight is only allowed for these specific reasons to kill, and all other reasons to kill must have roleplay
involved.
● Witnessing first hand threat or attempt of murder against you or a close friend.
● Actively kidnapping or taking hostage a close friend.
● Large scale theft of greater than $75,000 in value (excluding vehicles). 

I hope u see the rule now.  If u would point a gun, we couldnt shoot, because we werent holding the guns in our hands, we could break a rule if we do that, but the only guys broking rules is you.

Nobody plays by the fear rp rule, out of all my interactions like 10% of the people actually played by the fear rp rule, others just pull out a gun and shoot us. If you ended up doing that and succeeded in killing us you wouldn't have made this report..

@Dmitrij Nagiev U dont even know KOS rule wtf u saying no one is playing Fear rp rule, u are 2 i am one. what should i do? Next time u can report if someone no fear rp, but dont fucking shoot without any RP

Grand Theft Auto of a friends vehicle you assumed stolen is not a valid reason to KoS someone.

This will be @Dmitrij Nagiev 's fourth death matching, third within 1 week.
