How did the player break the rule(s)?  (300 words maximum)

I was talking to a new player ID 86 and 2 guys on bikes rolled up and robbed us. I don't have any issue with the fact that I was robbed but they not only robbed a new player but also took his clothes which I have read in the #I have a question channel in Discord is Non-RP. This new player was uncertain of how to report and I offered to do it for him. 

I initially used /report 3 but was informed there were no mod+ online and while I was talking to the admin, the same guy tried to come up and rob me again in the same spot. The only evidence I have is a screen shot of the OOC conversation where I advised him he should not have robbed the new player her responded in OOC, "oh mb."
