How did the player break the rule(s)? 
We where in a shootout with irish after some robberies that had accured and other shootings and ID 29 can be see crouch walking in an active shootout which has been ruled as NRP multiple times now. 
Here bellow you can see a report on the same rulebreak that got accepted with a nonrp punishment.

Some words from the moderator Philoop in the report bellow that described the rulebreak "You utilized an advantage with the GTA physics, by crouching and strafing at the same time (crab-walking), to provide you an unrealistic speed boost making you a much harder target to hit. In the footage provided by the reporting party, you can see multiple bullets missing you due to your high speed.

I did tell ID 29 too save pov but his/hers recording program was only recording on 5min and back so when i asked to save pov it was too late witch I'm sorry about

Hello to explain my side of the story I was crouching normally and wasn't moving to gain cover on those shooting me from below the hill and then when I started to sway left and right, I stopped crouching, hence why my ID started to show again. From what I know crouching conceals your ID and my ID was perfectly visible throughout the guy's POV.

After reviewing this report and evidence attached to it, I have decided to deny this report for the following reason(s):

  • There is no instance of crouch-walking taking place here. The player is crouching until he is engaged at which point he immediately stops crouching and is engaging in a fair fight. The video itself shows this exact behaviour. There will be no action taken against the reported player. 

Please take note of:

Please do not take reporting another player lightly and reserve player reports for situations that have caused severe loss or were abused for benefit. Consider if you could possibly teach this player or if you've tried to come to a resolution on your own. Reporting another player should be reserved for your final options when a rule breach has occurred. Always try to teach other players in the community, especially with newer players, as well as help them truly understand your point of view prior to simply reporting them if something doesn't go your way. Reports involving insults must be truly offensive, being called an idiot or saying you are stupid while offensive may not be report worthy. If you truly feel offended or cannot get the player to cease contact with you then you may report them.
