Specific rule(s) broken:
 Using a work vehicle for personal use, disregarding the value of a vehicle, using the vehicle for the usage of hit and runs, driving a work vehicle down into the pier, driving recklessly, using a vehicle as a weapon, deathmatching - killing me for no justification whatsoever and injuring another, leading to loss of all my inventory assets and the loss of life, and the injury of a civilian for non roleplay reasons. powergaming - Evading the scene of a crime after breaking RP rules, attempting to attack 4 players with a vehicle without a justification. Attacking a player in broad daylight in the most populated scenario in the city. 

How did the player break the rule(s)?  (300 words maximum)
Whilst fishing, a group of 4 including myself saw a bus coach enter the pier at full speed going towards the end. We saw it fly past us at high speeds, eventually hitting the bollards to the water. We followed it to the tunnel to educate the driver about the rules. The driver turned the bus around 180 degrees facing the entrance of the pier and began accelerating. During this acceleration, the driver collided with myself in the tunnel, killing me, and another man which was a high ranking government official, luckily he survived. The driver then proceeded to drive away, with no communication and no engagement. The driver never returned. I was then helped by the high ranking government official but during this time my game crashed. I joined the server again and i was located in the water and dead. I respawned at the pillbox with none of my loot. Followed the NLR and returned to the pier to see if the guy was waiting with an apology. Wasn't there.

I dont believe I could see anyone, I loaded in to the world without any players hence my non response to anything - figured I would use the time to have a run around. Im not that mental as to drive into a pier full of people.  I went around the map for a bit (empty) and just left it at that.  only just seen a message about this pop up on the login screen (with no clickable link so had to come hunting)

Going through the provided evidence, Maximum_Steve can be seen driving his bus on the Pier where there are no bus stops there. He makes a U-TURN and runs over the players and keeps driving. You said that you logged in and you couldn't see any players. Unfortunately, there's no way to prove that and you didn't provide any evidence to support your claim, therefore you'll be receiving a VDM punishment. In addition, as there are no bus stops on the Pier, you were not doing the bus job. Our rules state that you cannot use scripted job vehicles for not their intended purpose, therefore you'll be receiving a Spoken to about that.
