How did the player break the rule(s)?  (300 words maximum)
As seen in the footage linked below, ID 258 requested roadside assistance from LSC. Upon arrival it was clear that the player didn't have the money to pay for the repairs and is clearly communicating with someone else in-game via VOIP software, such as Discord (You can hear him unmute, and then a faint echo of who is he talking to.), unfortunately for the reported player he was speaking ICly when requesting money from someone OOCly as can be seen when he states his ID "258"

 

It can also be seen that I told the reported player to save POV twice during the interaction.

In this clip you can see i called the mechanic because my car broke down at the time i didn't realize all my money wasn't in the bank yet and i didnt want to waste the mechanics time because they're usually busy so I quickly sought out a friend to get a small loan i did it IC but not in game voice or phone call I didn't think this was going to break the rule until i realized I got the bug where talking in game doesn't go away I did remain in character while getting the loan and I don't think it  greatly affect the scenario we were in. My apologize though I was in the wrong here I hope we can get past this.
