How did the player break the rule(s)? 

Random vehicle rolls into LSC and rams two people on purpose as they are way out the way, found out during this report this car is literally going around the city just doing this

As for standing on the vehicle and sitting on it, the person (Matthew Hill) in the car is my RP dad as we RP'd him adopting me, and I just like to mess with him and get in his way.

Tyrone_Fli is the same person in these clips that I also /report 4'd to A N G E L, for just stealing cars from LSC shop even though I have done /me pockets keys, he returned with the Contender and I held him at gunpoint he was arrested for 2 GTA charges. I show these as it seems like this person is just here for GTA online and not here to RP.

Devin_Mcdonald│ID 59: Spoken to about NRP - As shown in the evidence, you got up on a vehicle and sat on top of it, which is not realistic. It does not matter what relationship you have to the owner of the vehicle, you should not be jumping over vehicles or be on top of them at all.

To respond to your last response: /me takes key out of ignition is not a valid form of RP since the key and ignition is already scripted into the server. If the engine can still be turned on and used scriptly, there is no RP that can prevent that from happening.

Tyrone_Fli│ID 33: DM & NRP - As shown in the evidence, you not only ran a player over once but was seen running players over on multiple occasion. The second clip shows you running a player over by swerving into them despite having space to drive straight, as well as it happening at Mission Row/LSPD station (which is a NCZ). You can only hit players with a vehicle once with valid motive(s), and considering that there was no prior interaction for either of the occasions, you would have no valid motive. You should also not be comitting any crimes at a NCZ since NCZ = No Crime Zone.
