How did the player break the rule(s)? 
I was waiting for a mechanic to repair my Sugoi, and when I was ready to talk with one, I stopped leaning on the car, and he just got in and drove off. There was at least 15 people hanging out. He also didn't say anything, or roleplay in anyway, shape, or form... At that point I tried to lock the door so he couldn't get in, but I guess he was off before I was able to. I assume he chopped it cause my car was destroyed and I assume it's now in Mors. I went to Mors, and the vehicle says "Unavailable".

Hello, Javier here to my knowledge, its not a rule break to steal a vehicle in a public place, hence why i did it

I was stuck up north ran to bayview, i saw this very expensive/fast car, and believed the reward was greater than the risk, so i took it

looking back at it now, i probably should of took more care for the criminal activity (e.g wearing a mask and gloves)
