How did the player break the rule(s)? 
The whole of diablos was at bayview and some was getting repairs on their bikes, as you can see in the clip the guy entered the garage a first time and the mechanic must of told him to get out, he then went back in a second time and jumped on Poppi's bike, at this point the mechanic has pulled a gun on him whilst on a unpowered bike and he proceeds to turn the engine on and drive off out of bayview.

I can only show you what I've given you. I can maybe go IC and ask Bayview if I can speak to a mechanic and find any footage, but that's going to be metagaming. IF you allow that i can go ahead and try and get it from the mechanics point of view, i was quite surprised he didn't make a report as well to be honest. Anything further of my clip is just going to show me getting on my bike and trying to find the guy and being unsuccessful.
