How did the player break the rule(s)?  (300 words maximum)
There was a callouts of a Rebla entering. I drove up next to it to interact with them through VOIP. Suddenly ID 185 steps out and so I speed away. I merely hear him say "Hands, Hands, Hands" over the roar of the accelerating engine on a dirt track. I believe saying "hands" is not a clear demand and could mean several things. My hands were not moving or reaching for a weapon.

There was no prior escalation with the Russians. I had recently talked to their leader in a chopshop which Ballas previously handed to Russians without contesting. I spoke to the leader about reasoning of taking Sealab and then re-payed him by supplying his members with cars to boost their influence. 

I believe this whole situation was without proper IC motive and lacked any Interaction or escalation. Although not recorded, I think multiple Russians got out and shot at me, also (to my knowledge) without any valid reason.

My character in the situation is Cornelius Greaves.

I will vouch that Billy's explanation of events was accurate. I was right behind him approaching the Rebla. I saw player 185 exit the vehicle and pull his weapon. Before it was aimed at anyone, I hit the throttle and so did Billy. I saw Billy getting shot and heard the gunfire. I don't think they shot me but it's hard to tell as I had a minor bike accident in the process of leaving the area which injured me heavily, but did not incapacitate me.

Previous interactions with the Russians that day at the chop remained peaceful, afaik, and we weren't expecting hostility from them. If we were, we would not have approached them with the intent of stopping to talk.

Frank Pittsburgh here. firstly I wasn’t told to directly to save pov. I was told by a member of the Russians after 5 minutes of the incident occurring  so gforce couldn’t save the footage. What happened was we saw ballas at sea lab a spot where people sell drugs may I add. I hopped out and gave demands which the reporting party claims to not know the meaning of but in his footage after I gave demands he started swerving his bike even before I shot due to failure to comply. There’s a massive issue right now where when you press n to talk it’s takes a couple seconds to actually activate voip so the reporting party only heard the last part of my sentence. The reporting party then ran straight to a ncz after the incident to call an ambulance to heal there wounds preventing any further rp.

Small edit: What the reporting party said is not true. There was a peacefull talk with Dimitri (Read; no guns aimed), but he told Billy Sanders very clearly that he should fuck off from sealab or will get killed. The reporting party understood it at the time
