15. Player Theft, Prison Breakout, and Kidnapping

• Robberies should be conducted in a realistic manner with reasonable in-character motive using secluded areas. Players should not conduct minor robberies in situations with high risk. Desert or forest areas are considered secluded but witnesses should still be considered.
• One cannot force victims to withdraw money, sell script assets, or give assets not present IC.
• One cannot steal from players with NEW PLAYER above their head unless they have deliberately taken part in an active crime scene in which protection is temporarily lost.
• Players may not steal from their faction treasury as the F4 menu is OOC.
• Permission for prison break must be approved by a Senior Moderator+ prior to the attempt.
• Players may participate in no more than 1 prison break attempt within 1 OOC week.
• Players are allowed to kidnap or to take other players hostage for only these specific reasons:
• You have to have a roleplay reason to attack the victim in accordance with the DM rules.
• If you attempt to commit robbery of a property, you are allowed to hold the players within that property until you have finished the robbery. An NPC is not a valid hostage.
• All included players may not take another hostage for 1 OOC week if police are involved.

Kudo-Kai were rotating through labs to gather plants to cook with and while I was leaving north lab I noticed the ammo out of my .50 had fallen out of the car due to me stripping the ammo and not having enough inventory space to hold the ammo, while on our way backtracking to find the ammo an irish rapid gt and bifta can be seen following us on the highway, once we pulled into the bottom of mount chiliad Amir stalls the engine to the sultan and the irish members hop out of their cars and give us demands, we had no prior interactions with them at all and we were confused on why they had insisted on chasing us.

Hello Symere Blackwood here so basically me and my faction where scouting the labs when we noticed the kudo kai and 67 where inside of sea lab after a while of watching what they were doing it was very clear that they were inside selling drugs and using the drug table as well as planting seeds inside of the lab. We decide to send 1 of our cars inside of the lab to get a closer look of the lab. ID 13 and 308 are clearly seen inside of the lab also seen getting plants and using the drug tables there is also a possibly of them selling large amounts of drugs by seeing 2 gangs inside 1 lab with heavies. https://streamable.com/3ty319 (POV of ID 13 and 308 being inside of the lab) 

While our car is inside the lab they start to get shot at while they are inside of the lab making it very clear that both kudo kai and 67 are showing hostile intentions. Both players seen shooting are at the scene of the robbery at lumber yard later on.  After my ally is injured kudo kai and 67 leave the lab together I witnessed this all by being on the mountains above https://streamable.com/p5m8ix (POV of my allies being shot and injured)

I begin to slowly follow the Sultan as I had just watched it leave a lab where my allies where shot which I witnessed from the surrounding mountains of the lab. After sometime of planning with my faction we decide to chase the sultan as they have been spotted inside of multiples labs leaving the scene of a shootout. We had known knowledge that both gangs had not only drugs, money and plants but they are both actively being hostile towards my faction. During the chase I can over hear them talking about conducting a setup to potentially "bait" us into a lab to kill me and my allies. After a short time of following the car they crash and stall knowing that they have large amounts of illegal drugs and or money as well from their hostile intentions we attempt to rob them.

During the robbery we hear both 67 and kudo kai members requesting backup from their gangs I believe this to be a direct breach of the gang backup rule as both members of the vehicle are relaying information to both of their gangs. https://imgur.com/a/pphdTfx In this screen shot is shows what both gangs are actively doing is indeed a breach of the backup rule as they are both acting like "radios" to give information to their gangs.  

Hearing both of them requesting backup we decide to try to get their radios and guns and leave as fast as possible because we knew that both gangs would be responding to the backup call and we no longer had enough time to rob them of their money and or illegal plants and drugs they had on them while holding down the lab. During the robbery using the reported parties POV you can see that ID 308 strips the ammo out of his gun seen at 2:15 in which I believe is a attempt to stall the robbery until their backup arrives. Both gangs turn up as you can clearly see in the reporting parties POV a small shootout begins and we escape the situation.

Hello Owen Fade here thanks for Gyro and Riders for taking this report. After this report was made a while after the event occurred neither party made any sort of attempt to inform me or my driver to save our povs we had to actually fight this report. So we knew their intent they pull on our guys in sea labs kudo and 67 both as well as shots were exchanged. To return the favor we planned to catch that car lacking. Probable reason for the robbery being we knew they we obviously grabbing plants and were all carrying weapons and heavies. They abused separate freqs to get backup from both gangs.  It took the driver so long to drop a pistol instead of continuing to right click and drop he types in ooc chat "im trying" after the fact he has no gun and runs straight towards the guns shots not displaying any fear for his life. This report lacks a lot of details as to what they were doing prior to them reporting and the fact they never informed us to save pov when they had plenty of time to do so and reporting alot later than when the incident happened leaves me to believe they are adding fuel to the reports already made on my faction.

 

Forgot to also add that we made several attempts to reach out to the reporting party over the 2.5k empty pistol and the other pistol with ammo. I do not believe they were at severe loss at all being I literally died after both 67 and kudo responded. as well as my friend with the micro died after the backup breach. We were more than happy to oocly settle but they chose not to respond so sadly we couldnt.

Can you provide video proof of when you began following/tailing us all the way until you and your members gave us demands? If you cannot provide the requested proof can you explain our exact route that we had taken after leaving sea labs?

Hi I did not control over whether I could chase them or not, I was simply a passenger. When jerry got out to rob them I got and walked as far away as possible and then took my weapon out and got into a bush just so I could protect myself If something happens, I did not rob anybody, just waited until the robbery was finished so I could get back into my car and leave I guess, I didn't know I did something wrong.

Hello Amir Abbas i would first like to thank the members of the staff team for taking this report and also letting me have a chance to state my pov of this situation. Yes we where on different freqs but both of our gangs where holding labs together already and i was told by members of my gang that people where being chased by Irish i then informed them that that was me being chased and they told me to come to chiliad because they where all ready there as i pulled in i stalled out then i told them that i stalled in front of lumber and to come help i don't think this was a breach of the back up rule because the people in 67 that where on the same freq as I was on were all ready with kudo at chiliad lab on top of this the 67 members were also the people who engaged with Irish in the shoot out at sea labs. 

I would like to add one thing and that is if the staff members on this report please have Symere blackwood or one of his fellow gang members involved with this report please answer the question that was asked previously asked by the reporting party aka Symere jones. because this will prove if Symere Blackwood has been fully honest in this report because we believe that he has lied about the events prior to the chase starting.

i would also like to add that Symere blackwood claimed he heard us attempting to set a trap at chiliad lab and I believe that would be considered fail rp because Symere Jones was whispering and i was driving the car over 150 miles per hour the whole time we where in the chase up until i crashed i would consider this fail rp because if you where going 150 mph In real life then you would not be able to hear what was being said in the car beside you.

Hello, I want to thank the staff members for taking the time to review our report and I would like to state that what Amir said really sums everything up. We were on different frequencies but we were rotating labs together and were on our way to chili. When we were on our way to meet up with the rest of the people in on the operation we had been chased by irish, we did not go on a joint freq for this operation.

I would like to see POV of Symere Blackwood following us out of the lab because I do not believe that is how the events had played out.

I have evidence of no one following us from when we exited sea labs to when we back tracked to get the ammo.

I would like to send this directly to the members of staff that are taking this report to prevent potential meta.

When we had went back towards braddox lab to get my ammo is when the chase had begun, not directly after leaving "The Shootout" at sea labs.

After reviewing evidence, we have come to a conclusion in this report.

In the footage provided, it can be seen that Irish are chasing a Kudo Kai and a 67 member in the same car. Both of them can be seen calling for backup from their home frequencies, breaching the gang backup rule. It must be emphasized that when you are hanging out with another gang member of a different faction, no back up requests can be made if you are in a hostile situation. Player Amir_Abbas stated in his reply that "Yes we where on different freqs but both of our gangs where holding labs together already". This can be seen as an attempt at circumventing the gang backup rule, implying that since there is already a joint frequency for a certain purpose, that it is permissible to help another party not included in the situation. For these reasons, their factions will be dealt with via faction management.

During the chase, player Symere_Blackwood claimed he heard the reporting party arrange for support from their respective factions, as evidenced by his statement, " During the chase I can over hear them talking about conducting a setup to potentially "bait" us into a lab to kill me and my allies." It may be possible to hear them in a car chase due to the way that VOIP works on this server, however realistically he would not be able to hear two people talking in a car going at high speeds on the highway. We would normally issue a punishment with this breach of RP, being that Symere_Blackwood's reasoning for the robbery was "Hearing both of them requesting backup we decide to try to get their radios and guns and leave as fast as possible because we knew that both gangs would be responding to the backup call", however, both players can be heard calling for backup at around the 1:37 mark in the reporting party's video while the car was stationary. We would urge you to not  abuse the way VOIP works on the server, and understand why your actions are considered non-roleplay. For these reasons we will be issuing a verbal warning to Symere_Blackwood.

 

Getting to the original reason why the report was posted, it can be seen in the footage provided by Symere_Blackwood and Jerry_Okibi that there was an altercation 20 minutes prior involving the reporting party.  With the statements provided it can be seen as a reasonable motive for at least following the reporting party. The reported party would have sufficient reasoning to rob the reporting party when they heard them calling for backup at around the 1:37 mark of the reporting party's video. Because of this we will not be issuing any punishments to the reported party.
