How did the player break the rule(s)? 
I spawned into the city near the bank in paleto bay around 7:50 PM EST and player 195 greeted me and asked me through chat if I wanted to buy some weapons from him. I agreed, then asked him where he was since I couldn't see him and he responded with saying that he was in the parking lot in a green van, but he wasn't, and when I went ooc to tell him that his game may be bugged since he was invisible, him and his van appeared in front of me in the bank's parking lot. He then asked me if I wanted to hop in or follow, I said I'll follow, and went to pick up my car from the garage in paleto bay. Once I came back to the bank in my car, he went invisible again (I could hear him as if he was next to me but I couldn't see him). I went ooc again to tell him that something is wrong with his game but he kept insisting that he was behind me. After a minute or so he reappeared in front of me in a different car and asked me to follow him. I followed him to a secluded spot where he said "There's a 50 in the trunk, you pay the fee I unlock and we head our separate paths". I then wire transferred him $9000 and went to get the gun from the trunk but the trunk was empty and he started driving off. I got in my car and chased him but he just disappeared again. 

Evidence of rule breach: 

(I only have text evidence to show that he was modding, but I can get proof that he stole from a new player if there is a way to show my transaction history and new player status.)

(I also reported to an admin at the time but didn't get a response for 3 hours so that's why I'm doing this)

Ok so I see how this player would think I am hacking/exploiting. I do not have a video recording of this because I didn't think I would need to record me just asking people if they want to buy a gun but this is my side of the story. I logged on probably 10 minutes before and went about my normal gameplay. On my screen everything was normal and nothing was bugged/glitched. I even said in chat that I was driving behind him and parked in the bank lot. At first I thought he was legit trolling or just wanted to waste my time so I didn't move. After about 30 seconds another green van drove up (which he can prove is true) and then he went over there thinking it was me. After this all happened I asked if he could see me in the right van and then proceeded to walk up to the correct van (shown in screenshot labeled 3 and 4) He saw me for a brief moment here, proven by screenshot 4 where I say "wanna hop in or follow". After this I guess my car glitched for him again in screenshot 4 and 5. I was going to lead him to my actual car at the car market but I wasn't appearing on his screen. Either way I left my van to go get my actual black muscle car at the market and came back to him saying he could see me in screenshot 6 and 7. To my understanding in screenshot 8 and 9 when the deal went down, he could visibly see me in my black car, there was no point in time then where I was "invisible". After he payed me the money I hit the gas and ditched him resulting in him losing his $9000. Also to my knowledge you can ask a player even if they have "new player" over there head if they want to buy a gun and then scam them. They themselves are putting themselves in an illegal situation in which scamming is fair game. I never forced him into it or just robbed him straight up.

I actually didn't sell him a firearm using a work vehicle, I just asked him while in the van if he was interested in purchasing a firearm. I later left the green van as explained above to get my actual car where the deal would go down in. He also confirmed that by typing "After a minute or so he reappeared in front of me in a different car and asked me to follow him." in his thread. 

- After it was made clear by the reporting party they couldn't visually see you, do you feel it was okay to continue with the sale?

I understand now that it definitely looked buggy from his side trying to get him to follow my car but once I got in my actual car (In screenshot 7, 8, and 9) I had understanding that he could see me the whole time which in these screenshots he never said he could not see me  If he couldn't see me and it was glitching when we were actually doing the deal, I would not have went through with it. 

 

Anyways, sorry If I did ruin his roleplaying experience because of a server glitch or internet glitch whatever caused me to not appear but I confirmed he could see me when we actually did the exchange. I wouldn't even know where to start to make myself invisible on GTA and can confirm i'm not hacking or using exploits.

Let me re-formulate the question. Why did you decide to use a scripted work vehicle for personal use and not for the intended use.

So to be honest here, the reason I was in a green van was because I just went to put my car up for sale and I didn't want to walk my way to the city or where ever I was going afterwards. The farm was right nearby so I just thought I'd take a van for a little bit. The second I was going to make a gun sale though, I went to get my actual car because I knew that doing anything, especially illegal, wouldn't be right in a work vehicle

After our deliberations, we’ve concluded that this report will be denied for the following reason(s):

• No punishment will be issued due to me not seeing any faul intentions by the reported party. He did not knowingly abuse the fact he was invisible and this bug seems to occur in some instances. 
  
  I'd however like to tell @TyreseHill  that using a scripted work vehicle for anything other than it's intented use, is considered Non-RP. Especially since you used it to get back and forth to the city for free. ( You could've used a cab )
  
  Due to extensive records on your admin log I'll be giving you a Non-Roleplay punishment for the misuse of a scripted work vehicle. I'd also like to make it clear that you shouldn't deliberately target new players to buy guns from you.
