How did the player break the rule(s)?  (300 words maximum)
So this all started with Russians were having a conversation with ballas about them selling drugs in our turf which is sea lab at the moment. A brown sultan pulled up which is most probably goblin so me myself and like 3-4 Russians went to talk with him about why he came to sea lab. After few minutes we figured out its a goblin which is a enemy of Russians ICly and we attempted to rob him. He started to flee away but One of our Russian member had a accident on him ICly which led him to stalled out from his sultan. Then myself and fellow Russians held him under gunpoint and proceeded to rob him and take his stuff. After few minutes this black Issi came (The guy who is getting reported is inside it) One of our member as shown in the POV went near him and tries to ask whos this but when he saw its goblins this guy yells "You have a boy under gunpoint yeah? Off the bike" then the driver of the Issi started to flee away as the guy who was in the passenger started to spray with his Micro. This is the place where I believe the rule is broken. He had no reason to driveby us we didnt gave him demands at all and he yells the demands from the car which is kinda Poor RP.

I do not have POV of this situation.

Both parties included in this report are banned as of this date therefore I reached out to Samuel via Discord talking about this situation. They had a Goblin at gunpoint whilst talking on our frequency and as we pulled up, we saw the Russians holding a gun to the head of a Goblin on his knees... Giving DM rights. The biker came over to us and stopped, so I decided to shoot him in an attempt to injure him and lower their numbers whilst waiting upon back up. The driver drove off as the others looked up and began aiming guns, we slowed down after the bridge still pending back up when the Russians pushed up towards the bridge, forcing us away.

With all of this being said, me and Samuel had a good talk about neither parties losing anything during this situation with hopes of just dropping the report. Goblins and Russians can both state that they would rather talk to each other OOCly about rulebreaks or mistakes instead of it being taken to the forums and people being punished when even a simple apology and potentially the stuff that may of been lost in the situation returned. Not only do I thank the admins handling this situation but I thank Russian MOB for being such a strong faction ICly and OOCly with hopes that the war between these factions will stay IC.

Did you see the russian on the bike (the player in the evidence video) aiming a gun at your allies at any given point?

You can be seen giving demands in the video, is this due to the fact you did not yet have DM rights on this person?

Do you feel there is enough time inbetween the demands given and the shooting?

Yes, the specific Russian was stood around the Goblin on his knees with his weapon pulled, its only when we pulled up in the Issi when he got onto his bike and came over to us once we circled around and got an idea of the situation. At this point he came to the window of my vehicle where i decided to shoot him, i only said "off the bike" to clear my intentions on what is about to happen, i could of shot at the group around the Goblin on his knees however it would be more beneficial in an attempt to injure just the 1 and pick them off slowly as well as it pending danger to the Goblin. The "demands" issued between the time i shot wasn't enough time to react however i believe i had already obtained DM rights through the individual showing severe hostile activity through him brandishing his weapon towards my ally.
