(300 words maximum) A shootout broke out when a Retinue who's passenger had shot and injured a member of Irish ran out of gas near the East Highway off-ramp by the casino. ID 199 can be see crouch walking in an active shootout which has been ruled as NRP multiple times now. It was not used to stay behind cover as he came out of the cover of the vehicle multiple times, using the higher speeds of movement to avoid gunfire. Sam Onizuka Posted May 26, 2021 Report Share Posted May 26, 2021 (edited) Hi Sam Onizuka here, I want to start of by saying thank you to both FreshprinceIE and Philoop for taking this report. Two of my members were being chased by Irish and they ran out of fuel. I arrived on the scene to them being out of the Retinue. We were waiting for backup to arrive but they were pretty far out. It got to the point where the 4 of us had to try and hold our ground or try delay it as much as possible until backup arrived. Irish got out of their cars so we were forced to take a fight. My POV : https://streamable.com/6uyuyd As can be seen in my pov above, at around 1:05 minutes, I start to shoot and not crouch, as I am not behind cover, and proceed to not do it as I slowly push forward infront of the car. Upon seeing the reporting party to my left I decided to go back behind the car for more cover. This is when I proceed to start crouching I continue to do so behind cover, I slightly left cover whilst crouching but immediately returned back to cover. https://imgur.com/WAJxc01 The three Irish in my peripheral vision were all beyond the car and so I continued to crouch and use the car as cover to prevent myself from taking any further shots to the head or upper body, which is most likely going to happen if I am not fully in cover or making myself a smaller target. I then see that the Irish on the right is moving into a position in which he can shot me without me being behind cover to which I notice and proceed to stop crouching just before I get injured. I would also like to add that, I was holding down C to crouch the whole time and not the known thing of using T and C to perma crouch. The two concluded reports that the reporting party used as precedent for this report were both accepted. However, the one below was accepted because, and I quote, 'The actions performed are highly unrealistic, as it was not used for cover or any other realistic reasons someone would otherwise crouch.' When this report was concluded I learnt that the this action would be considered poor rp if done fully in the open and not behind cover. The other report that was used as precedent was accepted too. However, two individuals were reported and only one received the punishment due to him doing it out in the open whilst the other did it behind a car. The reporting party in the report above can be seen doing the same thing that I was but the report was denied due to it not being 'unrealistic to attempt to crouch and take cover during a fire fight, otherwise showing value to your characters life.' as well as ' crouching is a nature functional tactical movement seen all around.' The intention behind me crouching was not to gain speed but to use behind cover, if it wasn't I would have done it from the first second I shot until the moment I got injured. I have seen, and understood, all the concluded reports above before this shootout happened and went into it knowing exactly what is and what is not considered a breach of the rules. I dont deem this to be an unrealistc action as I am showing value for my characters life by doing so, to avoid myself from taking any unnecessary gun shots. Philoop Posted May 29, 2021 Report Share Posted May 29, 2021 REPORT ACCEPTED ――――――――――――――――――――――――――――――――――― After reviewing this report and evidence attached to it, we've decided to accept this report and issue the punishments to the following player(s): Sam_Onizuka - Non-RP Punishment James_Cavelli - Non-RP Punishment You utilized an advantage with the GTA physics, by crouching and strafing at the same time (crab-walking), to provide you an unrealistic speed boost making you a much harder target to hit. In the footage provided by the reporting party, you can see multiple bullets missing you due to your high speed. Crouching is a natural and realistic way to reduce your body size and take cover, but in a real world scenario you would not be crouching and moving, as well as firing. Although crouching did give you some cover, it was also paired with the left and right movements to give a speed boost. Both parties referred to two previous reports and although each situation is unique the logic is the same. In this accepted report (https://forum.eclipse-rp.net/topic/63839-kevin_slash-id-267-connor_moore-id-145-nrp/) , the reported party is standing in the open and utilizing this mechanic to his advantage. In a similar scenario here, you can be seen moving left and right giving you the same speed boost. If you have received a punishment that you disagree with, feel free to file a punishment appeal following the punishment appeal guidelines and format. If the reporting party suffered a loss greater than $25,000 in value, feel free to file a refund request following the refund request guidelines and format.
