How did the player break the rule(s)?

The player (ID 78) was handcuffed and proceeded to pick up the pistol I believe without a /do involved as well as open the vehicle doors and close in multiple times before getting into the car by himself.  All of this took place right after ID 183 just ran me over cause he was mad.

I did not try to run him over again. My car was stuck between the hill in the back and his body in front so I had to try to get out of there. He was already dead. Why would I try to run him over again?

I just bought a gun after being robbed 2 times while trying to buy a gun and then I went to the mine, we got out of the car and some people had their guns out, we asked them: Why do you have your guns out, I don't really feel safe". Then, they started yelling "You disrespect me, get on your knees etc.", I got on my knees and they called the cops(They were off-duty officers, but acted worse than gangs). We waited for the cops to come and the person who filmed this showed up. Then he arrested me without reason and took my gun, at that moment I was clearly annoyed by this situation because the cops were lying that we tried to steal their cars(Cops not being allowed to lie about the crimes). I've told this to the officer, but he continued with the arrest to which I complied and accepted my fate. After a while, my friend noticed that we were all alone and the back-up wasn't showing up so he decided to try to save me and succeded. I do admit that in this chaos, I forgot about being cuffed and tried to pick up the gun, but didn't. I do admit that I was wrong to open the door with the cuffs on, but as I said earlier, in that chaos, I forgot about being cuffed. Plus, is not like I was driving or anything, is just that I got in the passanger seat which can be done while being cuffed. You just have to open the door with your back, then get in the car. I will say again that I did not take the gun and just opened the passanger door, which can be done in real life( only your wrists are cuffed together, you can still move your arms and fingers.

 

What is more doable in real life, opening a door with your cuffs on or talking on the radio like nothing happened after being run over by the car

After reviewing this report and evidence attached to it, I've decided to accept this report and issue the punishments to the following players: [Dimitry_Alexander [ID 78]] - NonRP Powergaming - Offense #3 - Opening and entering a car when cuffed. You wouldnt be able to use the door handle to open the car door when cuffed. You can enter a vehicle when cuffed only when another player opens the door for you. [Michael_Spencer [ID 183]] - VDM - Offense #1 - The evidence provided it looks like you were trying to run over the officer a second time, also from the way you originally ran him over.
