How did the player break the rule(s)?

Stela Cater had three actively armed people trying to rob her. They gave her a verbal warning to put her hands up and she still ran away like she was rambo and pulled out her firearm. She was eventually downed. While still under the threat of being two tapped, she decides to use her radio to call for help while the armed robber is RIGHT NEXT TO HER. No regard for her own life and powergaming by using her radio as she's downed.
