How did the player break the rule(s)?

Id 172 tried to steal my good warrener from a ncz he came back we explained him that this is a ncz and then he proceeds , First to check my invetory? and second to steal the taxi in front . I don't think he miss clicked the F button he didn't even mention anything in ooc . The video speaks for itself . he didn't learned what ncz is and tried to steal 2 times.
