How did the player break the rule(s)?

My friend was being chased by the cops he lost one and the last one was chasing us. We figured we should hit him since we outnumbered him and let our friend run away since he had a popped tire. Instead the officer ran away not fearing for his life so we shot him dead before more cops arrived.

Hello, 

Nobody in front of me had their weapons out when I got out of the car, but I saw that the driver at least had an AK on his back. So I went to run for cover before he could pull it out. I didn't even realize that there was a person behind me. Additionally, I would like to point out that he didn't even finish giving a demand before he started firing. 

tl:dr - I didn't see the guy behind me and he shot before I realized he was the one giving demands.

No, I can't record during pursuits because it causes rubber banding issues. I also run shadowplay, but I didn't save it because I didn't know I was being reported.

Thank you for your patience while this report was under review. My apologies for the delay. Donovan has been on a leave of absence so I will be working with Alex to conclude the report. After reviewing this report and evidence attached to it, I've decided to accept this report and issue the punishments to the following players: [Matthew_Barret [ID #91]] - [NonRP] - [Offense #1] - [FearRP] - After discussing with Alex, we have come to the conclusion this is a clear case of FearRP. You had heavy weapons pointed at your back, and you  made the decision to attempt to run which resulted in your death. We do not believe you showed a proper fear for your life. Had you been able to provide video evidence regarding the situation, we would have given you the benefit of doubt.
