How did the player break the rule(s)?

ID 95 broke the rules by DM'ing when I was not under fear RP.

After working at the farm I noticed my civilian vehicle was stolen. I was told it was last seen near a drug lab so I went to go check. After seeing it was not there I pulled over to check my GPS tracker. Two men on bikes drove by once and said hello, They circled back around a minute later and that's when I started recording. ID 95 made demands for me to get out of the vehicle so I drove off. ID 95 sees me drive off and starts firing his weapon to immobilize my vehicle

hello have good time my name is mehrdad perak,i dont have video for that action but i  2 time say to him get out the car get out the car  from a close distance and he dont leave than car and i am try for stoped him,i had to think that i can say to players get out the car when engine is on but i am now know i cant say it and i can just say to players when engine is off,

that was my mistake and i admit it because i have low skill in game i have just 40k xp by vip account,and here i am than admin and victim apologize

Hello, and thank you to everyone who responded with their side of the story and explained the reasoning for their actions which can be seen in the provided evidence above. After extensively reviewing the provided evidence as well as taking the statements of all parties involved into consideration, i have decided to conclude this report.

Player Mehrdad_Perak will receive a Deathmatch punishment | Offense #1.

To start off, i would like to address the punishment of Deathmatch and the reasoning behind it. In the provided evidence of this report, it can be seen that you give the reporting party multiple demands to exit the vehicle. In turn, the reporting party decides not to comply with said demands and instead drive away. As he attempts to escape the situation he is ultimately fired upon by you. The issue that arises with this situation is that your actions are not in accordance with our Deathmatch rules. It is very likely to assume that your reasoning for firing at the reporting party was due to his decision to not comply with your demands, however the current Deathmatch rules state that failure to comply with demands may only be used as a reason to attack another player if said player is in a situation where they are required to roleplay fear under the fear roleplay rules. This is not the case here, as the reporting party was not required to display fear or abide by the fear roleplay rules. The reporting party was situated in a vehicle with an engine which was not turned off or stalled, and as per the rules surrounding fear roleplay he was not required to display fear nor abide by the fear roleplay rules during this situation, thus making your seemingly valid reason to attack the reporting party insufficient and invalid. It does not matter how close you were to the reporting party at the time of you aiming the weapon, as the fear roleplay rules makes it amply clear that if you are situated in a vehicle with an engine which is not stalled or turned off, you are exempt from acting under the fear roleplay rules. In short, if someone is situated in a vehicle with an engine which is not stalled or turned off, they do not have to abide by the fear roleplay rules and they cannot be shot for non compliance.

I understand that you are a relatively new player and as such you are still acclimating and familiarizing yourself with the server and its rules, but it is ultimately your responsibility the moment you start playing on the server to be knowledgeable of the rules, especially the more serious ones such as deathmatch. I do however appreciate the fact that you are apologetic, was sincere and had no malicious intent. Please take this punishment as an opportunity to reflect on your actions, and making sure that moving forward you do so in a way where this is not repeated.
