How did the player break the rule(s)?

So me and my friend were chasing these guys on the bike they stopped i jumped off my bike started to aim my pistol at them and told them to hands up my friend came like 5 seconds later with an ak and aimed at them too but they ignored the guns and pulled out theyrs.

Hello I'am ID 112 / Frank_Jonson

 

First of all my both tires popped by a bug and i told to my friend that i'am going to relog fast . While i was waiting for his answer i saw the 2 guys coming to us and i got my gun READY . As you can see i was in stuck animation and that kinda stuck animation happens when you have already equipped your gun in the vehicle .

 

When he started to shoot my friend i started to shoot him too and i'am sure that i shot him 3-4 times but his video shows that i didn't even shot him once ! 

I was reloading my gun , That means i have already shot 9 Bullets . (Ping:120 BTW)

I've discussed this with @Meggs_56 and we both came to a common agreement that Henry_Doofenshmirtz broke our fearRP rules. We've also decided to give Frank_Jonson the benefit of the doubt surrounding the weapon animation bug.
