• A no crime zone is an area where players may not commit any actions considered crimes.

• Players must not disobey orders of law enforcement officers but are allowed to flee.

• The /NCZ command and HUD notification are indicators of being in a protected area although it is up to administrator discretion if your actions are in violation of NCZ rules.

How did the player break the rule(s)?

He Start to talk to me for join him at labs and afther i refuse , at 4:09 we can see he is damaging my bike with his proper bike .

After discussing this report with @Serthon we have come to the following conclusion; 

Player Jeffery_Smith (ID 68) will not receive a punishment as it seems as though the "damage" he is causing in unintentional.
