How did the player break the rule(s)?

We had a traffic operation where vehicles would be driving in, getting checked and could leave if everything was fine. I was the east "gate" in this operation. As I was waiting in my cruisers for vehicles to let through, ID 83 in a Black Dubsta showed up the first time, picking someone up, driving off and swerving into my cruiser and continueing. I didn't really reacted at first as I thought it might have been desync, but afterwards I realized he stood there for some time already + his swerve to me was really off from the direction he was heading. 
After this person appeared later again, I saw him ramming into a cruiser in our west "gate" multiple times. After he rammed that cruiser multiple times, he turned his vehicles, facing east to where I was. The person started to fully accelerate and to my suprise he fully rammed into my cruiser, continueing afterwards.
After the last situation I decided to report as I personally consider a Dubsta pretty expensive and absolutely not build to ram with.

Why did you ram cruisers and enter/exit the scene the way you did?

Since he did not reply, I will conclude this without his input.

Seems to me like he was baiting a cop chase, and really had no reason to drive like this.

User will be punished for his third offence of NonRP.
