How did the player break the rule(s)?
 

Some context what happend before:
My and my partner had a call near Mors about some robbery. We responded and arrived, seeing ID 115 (Uros Ice) performing an armed robbery on a civlian. We turned sirens on, but remained in the cruiser since he was in the process of getting in his getaway car aswell. After a while, his car got into the water and we had a foot pursuit with multiple units on him. 
I parked our cuiser and went on foot with weapons drawn. As we moved further on the property, we came face to face with the suspect. The man ran towards a parked car, checking if he could get in. The vehicle was locked and ran a little towards us, but stopped running when demands from our side to put his hands up while aiming firearms at the man. The man decided to ignore the demands, grab a firearm while he was held gunpoint and started to swap roles. As the man drew his weapon, he started trying to demand us to get on our knees the second his weapon was fully drawn. Shots were fired to disable the man. MD was called right away and we treated him on scene.

Hello, and thank you to everyone who responded with their side of the story. After extensively reviewing the provided evidence as well as taking the points stated above into consideration, @domis and myself have decided to conclude this report.

Player Uros_Ice will receive a Non-Roleplay punishment for Fear Roleplay | Offense #2.

First and foremost, we would like to address the punishment of Non-Roleplay and the reasoning behind it. In the provided evidence of this report, it can be seen that the reporting party approaches you with a drawn gun and begins pointing it at you, and in turn you begin equipping your weapon and while this is happening the animation of your character seems to bug out and or experience some desync issues resulting in you aiming back at the reporting party not to be shown. However, after extensive review and investigation we have concluded that your actions are not in accordance with our Fear Roleplay rules.

The issue that arises with this situation is that prior to the gun animation bugging out as a result of desync, the reporting party is aiming the weapon towards you while you are completely unarmed and defenseless, and only when you begin getting close to the reporting party by running in-towards the direction of him does the gun drawing animation begin, which is presumably the time when you equipped the weapon. If you are held under direct gunpoint at close range, which essentially means that you are in a vulnerable and life threatening situation, you are expected to display an adequate and realistic amount of fear for the life of your character, and follow every demand given to you as one instinctively would do in real life. As you had no weapon in hand at the time you are not exempted from acting under the fear roleplay rules, and your life was still in direct danger. It is of my belief that your first instinct while under direct threat should not be to equip your weapon and aim it at the reporting party but rather comply with the demands being made upon you as you were completely defenseless and unarmed at the time. Please take this into consideration when moving forward, and make sure you obey all the rules in the future.
