How did the player break the rule(s)?

During my patrol I see one BF 400 passing the intersection, speeding and doing wheelies so I turn my sirens on and proceed to stop him. He stops at the bank, claiming that he didn't do anything of what I told him. He decides to take off, so I start the pursuit. We go offroad so I follow him as best as I could with my cruiser without doing his same jumps. I lose sight after a while so I scout the area for a bit, managing to find him again. I approach him and we can clearly see that his engine stalled, he probably hit something really solid, so I step out of my cruiser and point a weapon at him. During the whole time, where I'm giving him the demand of stepping off the bike he was trying to turn the bike on, unfortunately I think I was too close so you couldn't see the /ame or just doesn't come up when he tries to turn on the engine. After multiple times of me ordering him to step off his bike he takes off, completely breaching the FearRP rule.

Evidence of rule breach:

Thank you for the report @KrismeisterSG!

James_Fielding (ID 47) @Fielding27 will be receiving NonRP #2 for a blatant disregard of the FearRP rule. When having a gun aimed at you at close range, and your motor vehicle's engine is off, your only option is to comply, or hope that they will be distracted by something else. Turning your engine on at gunpoint is unrealistic, as you would've been shot by the time your vehicle would start moving.
