6.8 No crime zones 
6.8.1 A no crime zone (NCZ) is an area, where players must not commit crimes, that would cause harm to another player or their property. Players must not disobey orders of law enforcement officers but are allowed to run from arrest. A crime that does not harm another player or their property is defined as a victimless crime. 
6.8.2 NCZs can have exceptions, that can be reviewed with the /NCZ command. 
6.8.3 A player who is chased by the police or criminals may choose to drive through an NCZ. A player who is chased by 
criminals may hide in an NCZ, the criminals must wait for that player to leave the safety of an NCZ. 
6.8.4 The purpose of the NCZ rule is to simulate heavily guarded and secure areas, where it is unrealistic to commit crimes. 
6.8.5 A list of NCZ areas: 
● The area around and the interior of all active law enforcement departments. 
● The area around and the interior of all active hospitals. 
● The area around and the interior of all active banks. 
● The area around and the interior of “Tequil La La” nightclub. 
● The interior of the “Yellow Jack Inn” bar. 
● The area around the Los Santos International Airport new player spawn. 
● The area around the Department of Motor Vehicles (DMV). 
● The area around and the interior of Bolingbroke Prison. 

6.5 New life rule 
6.5.1 The new life rule is triggered whenever a player’s character respawns at a hospital, the reason of death is irrelevant. 
However, the rule is not activated, when the injured character is brought to the hospital and revived. 
6.5.2 The deceased character loses memory of their death, the events that caused it and the information collected in between those time frames. This means, that all information the victim had learned had turned into OOC information. For example, a player is confronted by a robber, the player refuses to comply and is killed by the robber. The player’s knowledge of the robbery, the robber and their death had turned into OOC information, not suitable for IC context. 
6.5.3 The deceased character must avoid interaction with their killer (or killers) for 30 minutes and must not return to the 
area of their death, unless the killer (or killers) have left the area. 
6.5.4 The deceased character must not return to the same roleplay situation, where an earlier attempt has ended in their death, even if the NLR timer is expired. For example, a player’s vehicle had been stolen, the player was able to track down the thief and made an attempt to retrieve their vehicle, but the player failed and was killed. The vehicle owner cannot make another attempt to retrieve their vehicle from the same thief. 

How did the player break the rule?: I was next to the PD and according to the rules it states The Area around the police department is NCZ were they shot and killed me was way TO CLOSE TO PD and realisticly no one would do that in real life when PD is right in view. Also they gunned me down for robbing a member of theirs yesterday, but that member was killed and NO way they could of known we robbed them when they were killed during robbery..

No-Crime-Zones were not broken. NCZ only applies to the scripted are which is usually the location and the block around THAT location. New Life Rule was also not broken as it only applies for 30 minutes after their death.

Overall the report is lacking evidence. One screenshot of the situation and of the map is not enough to make a judgement. If you have more evidence, preferably video evidence, feel free to make a new report if you believe they broke rules other than the the ones mentioned above.
