How did the player break the rule?:
jay Morningstar left place at 1:29:43 and told us on radio they are robbing people and after that I went there and start to going to talk to them, When I arrived ((1:35:19)) before he came here at groove street i saw one guy so i went forward to talk to him then i saw some people coming out from house exactly left area, 1:36:25 start talking informal after Jay left and he shouted so I could hear him clearly.
1:38:02  Jay call him about something and they start arguing and This guy from groove start to threatened him.
1:56:30  he again found us and start to threatened us if we do party he gonna do something 
1:38:02 till 1:56:30 we didn't had contract because i try to gathered some people to going to make party at groove street and we had plan to met each other at impound.at 2:01:30 he start to talked like don't step in my car don't do that like he's not acting like he's life in danger as like 20 people shows up.
2:02:00 after one guy told him piece of shit he stepped out from his car and went to close to that guy and told him what did you say like nothing happened like he talking with one guy he didn't act like maybe he's life in danger.
2:04:51 start to argue with another player involved in this situation with command /b
2:15:30 he start to argue with us again with keys and house with /b 
2:18:27 he start to extend time by what specifics keys i roleplayed to get keys what's matter which keys?
2:25:00 He lied to us into /do because he had access to that house it means he has key of that house and as i said when we contract with them next street i saw them coming through that area but i was so lucky to went to that place at first time then he said it's not mine i do rp to lock not match with keys i went to another house.
2:29:12 he started to call us mother fuckers on stream! this is totally massive insult.
About NCZ of impound lot, When I was in Police department I had shootout with Los zetas in same street and basically officers thought that street is NCZ but an admin and some officers knew that this is not NCZ and as last information of that we start to kidnapped him.

My life was never in danger, i simply RP as my character is. If someone is gonna disrespect my mother. i will tell him.

Sorry, thought this was a RP server? I own multiple vehicles and houses. She has to RP according to what i tell her

First thing first, The impound is classified as NCZ which is why I started talking in OOC about it. sometimes the OOC section is around the block or the street regarding said area.
Since the rule about impound NCZ is not yet implemented it's hard to understand what is NCZ regarding the exterior.

7.5 Robberies and scamming
          7.5.3 Players cannot force their victims to hand over assets that are not present in the area of the robbery. This means, that a
          robber cannot move their victim to another part of town to steal more property.

I was kidnapped and moved to the assumed location of my assets

7.7 Hostage rules
          7.7.1 Players are allowed to kidnap or to take other players hostage for these specific reasons:
          • You have a roleplay reason to kill the victim in accordance with the KoS rule;
          • You were hired as an assassin and the victim is your contract target;
          • The victim is a member of another criminal faction (however, it gives their faction reason to declare war);
          • If you attempt to commit robbery (ex.: general stores, banks), you are allowed to take other players hostage for
             the duration of the robbery as insurance in case the police arrive. An NPC is not a valid hostage;

No valid reason to kidnap me as well.

6.3 Metagaming
          6.3.1 Metagaming (MG) is the act of relaying IC information through OOC methods or using OOC information in roleplay scenarios.
          OOC methods include third-party software, for example, Discord.

They had no proof I actually lived on that exact block. I'm accusing @Quiet and Jay Morningstar of Metagaming through my stream to find out what houses I have
access to. I acquired an IC access to the 2 houses in the entire block on the stream. and I believe they both took advantage of that information. They were both watching my stream. and witnessed everything. I have proof that Jay Morningstar was watching my stream for a long time and I even warned him to not MG but he continued to mix OOC with IC.

I wanna make this clear. I DO NOT OWN ANY HOUSES IN GROVE STREET.

First, I’ll deal with your allegations of me (Jay Morningstar) metagaming through your stream. For the first point I actually know you and you know that I follow your streams and watch quite a lot of them. I did not metagame any information through your stream, as when people were asking you to unlock the house door I did not in any way shape or form tell them to go to that house nor did I know that it was that house you had access to. He did tell me to not MG ooc which I was confused by as I had not in anyway breached the rule. All I said was “You’re the leader aren’t you?” This was in fact a question of me trying to find out who the leader was, I assumed he was as he was doing all the talking and I knew him before IC’ly to be a leader of another gang so I assume and clarify with him IC’ly that he is the leader of this gang. You also said I continued to mix IC and OOC which makes no sense because I didn’t?

Now I know one thing for sure I wasn’t the one who kidnapped you and robbed you but I was involved in the situation so I can’t be held accountable for any of these things. You were moved to Grove street when you were robbed and later on after finding your friends and robbing them we asked you to open up your house which infact you were lying about in voip and not acting very fearful when 10 people have guns pointed at your head.  So this being now the point of robbery follows the rule 7.5.3 there was no intention to move you to grove street for your assets and this is clarified by us in the stream using voip. In accordance to rule 7.7.1 you are apart of another criminal organasation and you were shit talking members of the opposing one involved (Irish).

First of all I just come to your stream after that event by one guy giving link told me he's streamer also and I joined to your stream and you start talk shit then I told you on chat box of your stream you acting like nothing happened or your life not in danger by like 30 people there then you said who are you and i told you I'm person start to talk to you then you banned me as soon as you could, then I close stream and when I start to check you in stream i just saw like 6-10 viewer  and three of  them were in game with you and had contract in game. believe me i don't like to spend my time on watching people already playing that game. so I guess I did a lot of MG in 5 minute am I right?

as I said you lied to us and you tried to avoid being rob!

About hostage I don't think lower class gang start to talking informal to higher class gang  and threatened them, it would be realistic.
And you told us like this : > if you come here one more time you gonna have problem!

we had plan to move you there and force you to call your friend because we told you we gonna throw party there and you told us we wont let you!
after that we brought you there and one guy told us to let's take their house stuff and as i know that you guys came from that two houses that's why i did role play to take keys actually we failed robbing his stuff because he lied to us in /do then police shows up!
