Due to lack of response, I'm forced to go by what I see in the evidence, and that is an IC Grand Theft Auto act in an OOC No Crime Zone. Vladimir_Lem (Mask 1380_9630) will receive an increased non-roleplay level for their second offense of No Crime Zone.
